- Abstract
- 본 연구의 목적은 교원 승진제도의 여성 소외현상에 대해 분석하고자 하였으며, 특히 승진가산점 중 도서‧벽지 가산점에 한정하여 이 현상이 어떻게 나타나고 있는지를 밝히고자 하였다. 이를 위해 현행 교원 승진가산점 제도 및 도서‧벽지 가산점 획득 현황에 대해 면밀히 살펴보고 현직 교원들을 대상으로 심층적인 면담을 실시하였다. 연구 결과, 현행 교원 승진제도와 승진가산점 획득에 있어 여성 교원들이 상대적으로 소외되어 있는 것으로 나타났다. 특히 면담 결과, 많은 교사들이 공통적으로 도서‧벽지 가산점 제도를 승진을 위한 장벽으로 인식하고 있었으며 도서‧벽지의 승진경합지적 성격, 열악한 근무여건은 주요 진입장벽의 역할을 하는 것으로 나타났다. 또한 승진제도의 불투명성, 성역할에 대한 사회적 압력, 사회적 압력에 대한 순응적 태도는 도서‧벽지 가산점 획득을 어렵게 하는 장애요인으로 기능하였다. 여성 교원들은 이러한 장애물에 직면했을 때 순응하여 승진 자체를 포기하거나, 부부교원으로 도서‧벽지를 함께 들어가거나, 도서‧벽지 가산점이 아닌 다른 승진전략을 모색하는 등의 대응행태를 취하는 것으로 나타났다.
본 연구는 도서‧벽지 가산점이라는 제도적 요인에 대한 문헌연구와 질적 분석을 함께 시도함으로써 여성의 관점에서 승진가산점에 대한 새로운 접근을 시도했다는 점과 향후 여성주의 시각을 반영한 교원승진 연구에 기초토대를 제공했다는 점에서 의의가 있다.
This paper attempts to better understand the significant gender gap in elementary and secondary teacher promotion rates in Korea. It focuses on the Rural and Remote Area Incentive Scheme—a policy considered crucial for teacher promotion, and yet addressed only minimally by Korean literature—and attempts to discern whether this policy is contributing to the aforementioned gender gap in teacher promotion rates.
To achieve this aim, the authors gathered data from the 17 Metropolitan and Provincial Offices of Education across Korea and also conducted interviews with elementary and secondary schoolteachers across the country. Analysis revealed that there is indeed a pronounced gender imbalance in the number of teachers acquiring additional points for promotion under the Rural and Remote Area Incentive Scheme, and that many female teachers thus considered the policy as an obstacle to achieving promotion. This paper goes on to explore the various factors influencing the dynamics behind this phenomenon, and identifies response mechanisms female teachers resort to as a result. It is hoped that this papers attempt to analyze institutional-level obstacles to teacher promotion under a feminist lens will contribute to similar studies employing a feminist perspective in the future.
