Extra-firm Networks and Firm Performance in Korea's Solar Photovoltaic Industry

Abstract

전 세계적으로 논의되고 있는 지속가능한 발전과 한국의 녹색 성장, 그리고 계속되는 크고 작은 사고로 인한 원자력 발전소의 안전성에 대한 의문은 신재생에너지 산업이 관심을 갖게 되는데 영향을 미치고 있다. 이 연구는 한국의 태양광 산업을 연구 대상으로 정했는데, 한국의 경우 태양광 산업의 가치사슬 모든 단계에서 세계 주요국과 경쟁을 하고 있다. 이에 이명박 대통령은 2011년 신년사에서 태양광 산업을 제 2의 반도체 산업으로 생각하고 육성하겠다고 밝혔다. 모든 새로운 기술의 발전이 그러하듯이, 태양광 산업 역시 정부의 지원에 매우 의존적이고, 한국의 경우 중앙정부와 지방정부 모두 태양광 산업을 재정적, 정책적으로 지원하기 위해 노력하고 있다. 그렇기 때문에 기업과 기업 외부 행위자들 사이의 인센티브, 혁신, 협동, 경쟁으로 연결되는 기업 외부 네트워크는 다양한 공간적 범위에 펼쳐져 있으며 태양광 기업 활동에 큰 영향을 미치게 된다. 이 논문은 이러한 기업 외부 네트워크의 모습과, 이 네트워크가 어떻게 한국 태양광 기업 활동에 영향을 미치는지를 밝히는 것을 목적으로 하고 있다. 기업 외부 행위자들의 역할을 강조하는 국가혁신체제 이론, 지역혁신체제 이론, 기술혁신체제 이론, 기업 네트워크 이론을 살펴보는 것은, 한국 태양광 기업의 기업 외부 행위자를 밝히고 기업 외부 네트워크를 분석하는데 적합한 연구 방법이었으며, 이 작업을 통해서 한국 중앙정부, 지방정부, R&D 센터, 대학교, 협회, 학회, 국내 또는 해외 전시회를 태양광 기업 활동에 영향을 미치는 주요 기업 외부 행위자로 선택했다. 이들과 기업 사이의 기업 외부 네트워크의 중요도를 측정하기 위해서 정량적인 방법과 정성적인 방법 모두가 사용되었는데, 기업에게는 설문지를 통해 응답을 얻는 정량적인 방법을 사용했으며, 주요 기업 외부 행위자인 지방정부에게는 관계자와의 면담을 통해서 정보를 얻는 정성적인 방법을 사용했다. 이 연구는 한국 정부가 태양광 산업을 주요 신재생에너지 산업 분야로 추진하고 있는 때에 연구를 진행하고 기업 외부 네트워크를 밝히고자 했다는 점에서 시의 적절한 연구라고 평가할 수 있고, 태양광 기업이 다양한 기업 외부 행위자들을 각각 어떻게 인식하고 그 영향력에 대해서 어떻게 생각하고 있는지를 밝혀낸 첫 연구라는 점에서 의의가 있다. 또한 기업의 인식뿐만 아니라, 기업 외부 행위자에 대한 정부의 인식을 면담을 통해 살펴보았다는 측면에서 다각적이고 균형 잡힌 연구라고 판단된다.

Global arguments for sustainable growth, Koreas Green Growth strategies, and continuous suspicion over the safety of nuclear power plants in general, have focused more attention on the new and renewable energy industries. This research specifically explores Koreas solar photovoltaic (PV) sector, where Korea is increasingly competing globally along the entire associated value chain. As President Lee stressed in his New Year address in 2011, the photovoltaic industry is poised to become a second semiconductor industry. Any solar PV industry is highly dependent on governmental support, much of which pertains to the development of future technological capacity. Indeed, the Korean government at both the national and regional levels is significantly engaged in supporting the photovoltaic industry financially and institutionally. Multi-spatial extra-firm linkages between solar PV firms and other extra-firm actors in terms of incentives, innovation, collaboration and competition can therefore impact firm performance in this sector. This dissertation explores specific extra-firm actor networks and their impact on firm performance in this sector in Korea. Upon reviewing national innovation systems, regional innovation systems, technological innovation systems and firm network literatures, commonly highlighted extra-firm actors are unveiled, and an appropriate research framework and methodology to analyze the extra-firm networks of firms in the Korean solar PV industry are suggested. National government, regional governments, R&D centers, universities, associations and academic societies, and participation in local and extra-local trade fairs are extracted from the literature review and selected as key extra-firm relationships potentially impacting firm performance. To measure the importance of extracted extra-firm networks relationships in correlation with firm performance, both quantitative and qualitative methods are deployed. To gather quantitative input, a in-depth survey instrument was distributed to firms. For qualitative input, interviews with regional government actors were conducted. The significance of this research is evidenced by the attention being given to the solar PV industry in Koreas Green Growth regime. Also, this is a first attempt to capture firm level perceptions related to a large number of extra-firm actors specific to this industry in Korea and their respective importance to actual firm-level performance. Additionally, this research also provides the perspective of government actors in an effort to present balanced and multilateral research.
