정책변화와 언론의 시각관의 관계

Abstract

한 사회의 소수나 약자는 말할 것도 없이 주류의 삶 또한 정책의 대상이자 그에 따른 지대한 영향력의 산물이다. 즉, 정책과 제도는 정치를 구현하는 핵심원리일 뿐 아니라 정치가의 철학과 가치를 반영하는 실질적인 도구이자 수단이다.

일반적으로 사회이슈에 대한 담론을 주도하는 것은 정부와 언론이다. 이와 관련하여 본 연구에서는 사회적 담론의 주 생산자이자 가장 파급력이 높은 정부와 언론의 관계를 고찰하고자 하였다.

세부적으로 정책과 언론의 상호작용 및 중요성에 대한 시사점을 파악하기 위해 결혼이주여성 대상 정책과 관련 언론 보도 주제를 시기별로 살펴보고 정부의 시각과 언론 보도 주제 간의 관계를 분석하였다.

이를 통해 본 연구의 정책적 시사점은 아래와 같이 간추릴 수 있다.

첫째, 결혼이주여성에 대한 정책 변화는 사회적 합의의 필요성보다는 정책대상의 특성 변화와 한국 내 주류사회의 여론이라는 정책수요 및 사회⸱경제적 환경 변화에 더 민감하게 영향을 받는 것으로 보인다.

둘째, 언론은 실제 정책의 진행 및 변화와 상관없이 결혼이주여성에 대한 기사를 생산하는 것으로 보이며 그들에 대한 고정된 이미지를 여과 없이 확대⸱재생산하는 경향이 있다.

셋째, 정책변화와 언론의 시각과의 상호관계에서 언론은 정부와 대중사이의 매개역할은 물론, 정부 정책에 대한 대중의 이해도 제고 및 정책홍보 등의 기능을 담당하는 것으로 요약할 수 있다. 다만 각 언론이 취하는 경향성에 따라 위에 기술한 역할과 기능이 상당한 영향을 받는 것으로 보인다.

요컨대, 국가의 정책이 의도한 방향대로 입안되고 집행된다 할지라도 언론의 경향성에 기인한 의제설정 기능은 자가당착적인 모습으로 자체 선별한 이슈나 문제에 대하여 프레이밍(framing) 또는 프라이밍(priming)을 통하여 대중의 문제의식을 특정한 방향으로 유도하거나 형성할 수 있기 때문에 사안의 특이성 및 대상에 따라 그 변동성은 다양하게 나타날 수 있을 것으로 추론이 가능하다.

결과적으로, 사회적 약자나 소수 집단을 위한 사회통합에 있어 지원과 특혜를 늘리는 것은 일정기간 동안 어느 정도 필요한 것이 사실이기는 하나 그들을 위한 차별과 편견을 없애는 것이 더 근본적이고 바람직한 지향점이 되어야 할 것으로 보인다. 이를 위해 근본적 도구인 정책과 그것을 비추고 안내하는 언론의 역할에 대한 사회적 환기의 필요성이 있음을 본 연구는 시사한다.

Policies of a government influence the mainstream life not to mention the minority or the underprivileged in a society by colossal amount. In other words, policies and institution are not only the core principles embodying politics, but also practical tools reflecting the philosophy and values of politicians.

As a matter of fact, there is no doubt that the government and the media would play a pivotal role in leading the discourse on social issues. In this regard, this paper attempts to examine the correlation between the government and the media as a main engine with the most prevalent power on social controversies and challenges.

In order to scrutinize the implications for the importance of the policies and media and their interaction, the policies for marriage immigrant women and the relevant media coverage topics were reviewed and analyzed in more details by period.

To sum up, the implications of this study would be as follows;

First, policies pertaining to the marriage immigrant women seem to be more sensitively affected by changes in the characteristics of the policy targets and the socio-economic environment and by the public opinion of the mainstream society in Korea, rather than the need for social consensus.

Second, the media is likely to produce articles on the marriage immigrant women in compliance with the expectation and demands of the public regardless of the relevant policy change, and there seems to be a tendency to replicate and even exaggerate certain fixed stereotypes about them without any sifting.

Third, as for the correlation between the policy changes and media perspectives, media would be able to liaise between the govt and the public and to facilitate the promotion of and the peoples capability to understand the govt policies implemented. However, the diverse functions of media as described above could be affected by the disposition and intention per se and the subjects they deal with.

Consequently, this paper poses that eliminating discrimination and prejudice against the socially underprivileged or minority groups should be a fundamental aim for social integration rather than increasing financial supports and social benefits for them. To achieve this objective, it would be quite crucial to review critically in accordance with the leverage and gravity on the society the policies and media exert.
