A Study on the Effective Funding of Basic Education as a Strategy for Enhancing National Development

Abstract

Education is a basic fundamental factor of development. It is impossible to achieve sustainable development without ample investment in human capital. The Nigerian government from the initiation of their development plan has not prioritized education as part of its strategy for growth. This has in turn affected the level of poverty, economic and social development of the country. An investment on a quality basic education will afford children and youths the knowledge and skills needed to face daily life challenges and also to take advantage of economic and long life learning opportunities. To address the need for Universal Basic Education as a strategy for national development, this thesis adopted the use of qualitative and analytical approach in examining the tools that have hindered the adequate funding of basic education as well as its implication on development by exploring government spending on education for the past 12 years. The study revealed that lack of priority by government, insufficient revenue generation, corruption, cultural and religious beliefs are factors that have affected the successful operation of UBE in Nigeria. This study recommended among others that; government should give priority to education as a fundamental tool for development and that Public- Private Partnership would be a good way of generating sufficient funds for UBE in order to achieve national development.

교육은 개발을 위한 기본적인 요소입니다. 인적 자본에 대한 충분한 투자 없이는 지속 가능한 발전을 이룰 수 없습니다. 나이지리아 정부는 개발 계획을 시작할 때부터 성장 전략의 일환으로 교육을 우선순위에 두지 않았습니다. 교육의 부재는 국가의 빈곤, 경제 및 사회 발전 수준에 영향을 미쳤습니다. 양질의 기본 교육을 위한 투자는 어린이와 청소년에게 일상 생활 문제에 직면하고 경제적 및 평생 학습 기회를 활용하는 데 필요한 지식과 기술을 제공할 것입니다. 본 논문은 국가 발전을 위한 전략으로서 보편적 기본 교육의 필요성을 다루기 위해 질적 및 분석적 접근 방식을 채택하여 지난 12 년간의 정부의 교육에 대한 지출을 탐구함으로써 개발에 대한 의미 뿐 만 아니라 기본 교육에 대한 적절한 자금 지원을 방해하는 도구를 조사하였다. 이 연구는 정부의 우선 순위 부족, 불충분한 수익 창출, 부패, 문화 및 종교적 신념이 나이지리아에서 UBE 가 성공적으로 운영되는 데 영향을 미치는 요인임을 밝혀 냈습니다. 이 연구는 다음과 같은 사항을 권장합니다. 정부는 개발을 위한 기본 도구로서 교육을 우선시해야 하며 민관 파트너십은 국가 발전을 이룩하기 위해 UBE 에 대한 충분한 자금을 창출하는 좋은 방법이 될 것입니다.
