경기변동에 따른 정부의 조세정책이 소득불평등 개선에 미치는 영향

Abstract

본 연구는 경기변동에 따른 정부의 정책효과를 경기변동지수인 실업률, 소비자물가상승률, 경제성장률과 소득불평등의 정도를 측정할 수 있는 지니계수를 통해 분석하고 정리해본다. 본 연구에서는 지니계수를 세전, 세후로 분리하여 각각의 연도별 차이를 구한 뒤, 이를 정부의 조세 정책에 의한 소득불평등 개선도로 측정하여 이를 분석대상으로 하였다. 주요 분석 결과로는 실업률이 올라갈수록 즉 경기가 악화될 때 소득 불평등의 정도는 정부의 조세정책을 통한 개입 전보다 개입 후가 더욱 좋지 못한 것으로 나타났다. 이는 실업률의 변동으로 살펴본 경기변동에 따른 정부의 개입이 경기 회복과 악화의 시점에 따라 개입 의도와는 다르게 소득불평등을 되려 악화시키는 결과를 초래할 수 있다고 정리할 수 있다.

This study analyzes and summarizes the government's progressive tax policy effects on income inequality which can measure by the Gini coefficient through economic indexes (unemployment rate, inflation rate, economic growth rate). In this study, the Gini coefficient was separated into pre-tax and post-tax categories to find the difference for each year, and this was measured as the improvement in income inequality by the government's tax policy, and this was used as an analysis target. The result of the main analysis, the unemployment rate rises, that is, when the economy deteriorates, the degree of income inequality is worse after the intervention than before the intervention through the government's tax policy. This can be summarized that governments intervention in response to economic fluctuations, which was examined by fluctuations in the unemployment rate, could lead to aggravating income inequality differently from the intention of the intervention, depending on the timing of economic recovery and deterioration.
