Abstract

This paper examines the history of the Peace Dam which was originally built to cope with the inundation threat posed by the Imnam Dam in the 1980s and extended in the early 2000s. For more than 20 years, the Peace Dam has undergone physical transformations and changes in political properties according to the revisions to the definition of the Imnam Dam threat. This paper argues for the need for a spatio-temporal expansion in perspective to analyze the politics of technology of the Peace Dam. Previous studies in the field of Science and Technology Studies have conflicted over which dimension, material or discursive, has a greater impact on the construction of the political properties of technology. They distinguish between the influence of material dimension embodied in a design of technology and the influence of discursive dimension exhibited in the context in which technology is produced and used. This paper seeks to contribute to this debate by analyzing the politics of technology of the Peace Dam and its transformation over several periods, taking into account the interaction between material and discursive dimensions. The material conditions involved in the operation of technology and the socio-political context surrounding it change over time, but some technologies continue to operate in the same manner even after their original context is dismantled. In this process, rearrangement of the material conditions is concretized into a problem within the discursive dimension. This new demand is embodied in technology through material modification of the design, resulting in a change of the political nature of technology. This is no exception to the case of artifacts such as dams, which are huge, solid, and seemingly immutable. Since the Peace Dam was built in the 1980s, the dam has been considered useless. However, In the early 2000s, the reorganization of material and discursive circumstances surrounding the Peace Dam led to increased awareness of the need to enlarge the dam, influenced its extension design, and eventually built a larger dam with new political properties. This paper analyzes how the dam extension project was linked to the material relationship between dams in the north Han River, the political context of the division of South and North Korea, the geopolitics of the inter-Korean border area, and the policy context of increased interest in efficient water resources management. The spatio-temporal expansion in the analytical perspective allows for a more comprehensive understanding of the politics of technology. In detail, the spatial expansion of the perspective allows to identify technology as a relational entity located in the material, technological, and political context surrounding it, rather than as an isolated entity. The temporal expansion of the perspective depicts the change in the political properties of technology as a continuous and cumulative process. This approach will provide a more nuanced understanding of the politics of technology by highlighting the interplay between material and discursive dimensions. Moreover, this paper will contribute to the resolution of the ongoing debate about the origin of the political properties of technology.

본 논문은 1980년대 임남댐 수공 위협에 대응하기 위해 건설되고 2000년대 초 증축된 평화의 댐의 역사를 살핀다. 20년이 넘는 시간동안 평화의 댐은 그것이 대응하고자 했던 임남댐 문제 정의의 변화에 따라 물리적 변형과 정치성의 변화를 겪어 왔다. 본 논문은 이러한 기술의 정치성을 분석하는 관점의 시공간적 확장의 필요성을 주장한다. 과학기술학 분야의 기존 연구들은 기술의 설계에 각인된 물질적 속성과 기술이 생산되고 사용되는 맥락에서 형성되는 담론적 속성을 구분하여, 기술의 정치성이 구성되는데 물질적 차원과 담론적 차원 중 무엇이 더욱 큰 영향을 미치는지를 두고 충돌해왔다. 본 논문은 이러한 논쟁의 해소를 위해 시공간적으로 확장된 관점을 취해 기술정치를 분석할 것을 제안한다. 이는 여러 시기에 걸쳐 물질적 차원과 담론적 차원의 상호작용을 통해 기술의 정치성이 구성되고 변화하는 과정을 보다 입체적으로 읽어낼 수 있게 한다. 기술의 작동에 관여하는 물질적 환경과 그를 둘러싼 정치사회적 맥락은 시간의 흐름에 따라 변화하지만, 어떤 기술은 그것이 생산된 최초의 맥락이 해체된 후에도 같은 자리에서 남아 작동한다. 이 과정에서 해당 기술의 작동에 관여하는 물질적 조건의 변화는 기술이 대응해야 할 새로운 문제로 구체화되고, 새롭게 형성된 기술에 대한 담론적 요구는 다시 기술의 변형을 통해 물질적 차원에 각인되어 기술의 정치성을 변화시킨다. 이는 댐과 같이 거대하고 견고해 불변할 것만 같은 인공물의 경우에도 예외가 아니다. 2000년대 초 평화의 댐을 둘러싼 물질적·담론적 변화는 무용지물로 여겨졌던 댐을 증축할 필요성에 대한 인식을 형성하고, 댐의 증축 설계에 영향을 미쳐 새로운 정치성을 지닌 더욱 거대한 댐을 만들어냈다. 이러한 역사는 같은 북한강 수계를 흐르는 물길로 이어진 댐 사이의 관계, 남북분단이라는 정치적 맥락, 이들이 위치한 남북접경지역의 지정학, 효율적인 수자원 관리에 대한 관심이 고조되었던 정책적 맥락과 연결되어 있었다. 이러한 사례를 분석하는데 있어서 기술의 정치성을 읽어내는 관점의 공간적 확장은 기술을 독립적으로 존재하기보다는 그의 작동에 관계하는 다른 기술과 그들을 둘러싼 물질적·기술적·정치적 맥락에 위치한 관계적 존재로 바라보게 한다. 또한 기술의 정치성을 읽어내는 관점의 시간적 확장은 기술의 정치성의 변화를 연속적이고 누적적인 과정으로 파악하게 한다. 이러한 접근법은 기술의 정치성의 구성을 물질적 차원과 담론적 차원이 상호작용하며 만들어가는 입체적인 과정으로 파악할 수 있게 하고, 기술의 정치성의 연원에 관해 지속되어온 논쟁의 해소에 기여할 것이다.
