Abstract
This study discusses the necessity of religious literacy, which requires understanding
of the theory and practice of religion. It focuses on the awareness of the problem
of multi-religious situations in a multi-cultural society. If the early concept of
literacy started with the minimum functional ability to read and write, the latest
consensus is that literacy requires creative, critical, and communal capacities.
Literacy as a core competency concept presented by the OECD has become a
prerequisite for social practice shared worldwide today. Accordingly, in order to
cultivate competency-centered religious literacy, it is necessary to clearly present the
factors and contents of competencies. Through this study, the religious literacy
competencies of multi-religious societies were presented in the three areas of
knowledge, empathy, and practice, so that the starting point behavior required for
religious education could be diagnosed. In the area of knowledge, both tangible and
intangible knowledge, together with knowledge of history and doctrine were
presented. In the area of empathy, the main factors were divided into acceptance
and recognition, and experience and expression. Finally in the practice area, caring
and respect, communication and criticism were placed as the main factors so that
students could explore whether they could practice them not only on the level of
thoughts and attitudes but also through action. One might raise questions
regardingthe fact that the competency of religious literacy is evaluated
quantitatively, and also regarding the fact that that the level is diagnosed through
questions. Nevertheless, it is argued that this study could serve as an opportunity
for introducing the concept of religious literacy and stimulating practical research
related to it
