심리상담서비스 국가 자격 관리 방안 제언: 미국 사례를 중심으로

Abstract

최근 보건복지부의 주도하에 정신건강복지기본계획이 발표되고, 수요자 중심의 심리상담 서비스를 제공할 수 있는 전문가에 대한 국가 자격 제도의 필요성이 다시금 부각되고 있다. 기존의 심리상담 서비스 관련 국가 자격증과 민간 자격증들은 모두 그 교육과정과 수련과정에 있어서 기준과 평가 방식이 다양하여, 심리상담 전문가의 기본 구성 요건 및 전문성 평가 기준에 있어 합의가 이루어지지 않고 있다. 이에 본 연구는 심리상담 전문가의 전문성을 확보하는 방향을 논하고, 법제화 과정에서 고려해야 할 이슈들을 탐색하는 데 주요한 목적을 두었다. 이를 위해 본 연구에서는 심리서비스 법률 1안의 토대가 된 심리서비스 입법 연구에서 소개된 미국의 사례를 고찰하여 시사점을 도출하고자 하였다. 구체적으로, 면허 취득을 위한 최종학력에 대한 기준제시, 면허 취득을 위해 필수조건인 대학원 전공 프로그램에 대한 인증제도 도입, 대학원 과정에서의 단계적 수련체계의 구축과 교육기관과 수련기관의 협업을 통한 수련의 질 관리의 필요성을 제안하였다. 마지막으로, 본 논문의 목적이 해외사례를 답습하고자 함이 아니며, 국내의 사회문화적 특수성을 고려하여 우리 사회의 필요에 부응하는 상담의 고유한 정체성 확립이 우선되어야 하며, 이러한 상담의 고유한 정체성이 현재 논의되고 있는 법제화 방안에도 반영되어야 할 필요성을 논하였다.

Recently, the Basic Plan for Mental Health and Welfare was announced under the leadership of the Ministry of Health and Welfare and the necessity of a national licensure system for professionals who can provide client-oriented mental health services is being highlighted again. The pre-existing national and private mental health related certifications have different standards and evaluation system, so it has not reached an agreement on the basic composition requirements of psychological counseling experts and the standards for evaluating professionalism. Therefore, the main purpose of this study was to discuss the direction of securing the profession identity of counseling profession and to explore issues to be considered in the process of legislation. To this end, this study addressed implications by examining the case of the United States in the psychological service legislation study, which was the basis of the Psychological Services Act 1. Specifically, we proposed to establish graduate-level training to ensure the quality of training through establishing standards for educational qualification and a systemic training system, introducing an accreditation system for the graduate training, and collaboration between educational institutions and training sites. Lastly, the purpose of this study was not to imitate foreign models, but this study discussed the necessity to establish the unique identity of counseling to meet the needs of our society in consideration of the socio-cultural characteristics of Korea, and the need for the unique identity to be reflected in the legislation currently being discussed.
