통일촌 유곡리의 조성과정과 공동체적 협력의 난점들

Abstract

통일촌은 정부가 식량증산과 안보강화를 목적으로 조성한 접경지역 전략촌의 한가지 유 형이다. 통일촌은 남북관계가 급변하던 1972년 구상되어 1973년 파주와 철원 두 곳에 조성 되었는데, 군 전역자와 지역 연고 농민을 동일한 비율로 충원하였다. 그러나 오늘날 철원의 통일촌 유곡리는 다른 재건촌이나 통일촌에 비해 고령화가 심하고 활기가 없는 마을로 전락 했다. 이 글은 통일촌의 조성과정을 새로운 자료에 근거하여 좀더 구체적으로 밝히고, 왜 유곡 리 주민들이 공동체적 협력에 어려움을 겪었는가를 설명하려는 것이다. 유곡리는 마을 조성 과정에서 군 전역자들의 위계의식과 지역 연고농민들의 동기의식이 존재했는데, 마을 조성 이후의 토지소유권 분쟁이나 경지확장성의 부족 때문에 이런 잠재적 갈등을 충분히 봉합하지 못한 상태에서 마을이 기초의회 단일 선거구가 됨으로써 주민들간의 균열이 심화되었다. 유 곡리에서는 이런 균열을 봉합할만한 사회경제적 기회가 주어지지 않았으며, 이 때문에 마을 의 지속가능성이 약화되었다.

Tongilchon is a kind of the strategic villages built by the South Korean government near the DMZ border in purpose of increasing agricultural production and reinforcing the border security. It was first conceived in 1972 as the North-South relation jolted and put in practice in 1973, one in Paju and the other in Cheorwon. Each 50% of its Residents was recruited from near-stationed military camps and local villages. Nowadays Yugok-ri in Cheorwon came to be a particularly aging and lifeless village, unlike and in more severe degree than other strategic villages. This article attempts to clarify more concretely the making of the Tongilchon Yugok-ri, and thus explain why it suffered a few disadvantages in becoming a vitalized community. From its very beginning, Yugok-ri bore the potential conflict between ex-military officers and ex-locals and the unfavorable milieu concerning its accessibility and farmland extensibility. Land property dispute, which was endemic to strategic village, also took its part in Yugok-ris milieu. The cleavage among Yugok-ris residents deepened further when Yugok-ri per se became an electoral district, for the hierarchical consciousness of ex-officers and the companion consciousness of ex-locals collided. Despite, Yugok-ri had no socio-economic opportunity to suture the feud, which eventually accentuates the responsibility of South Korean government, the very creator of the Tongilchon Yugok-ri.
