실용적 군 운영 및 복지체제 발전

Abstract

본 고는 육군이 직면하고 있는 문제 중 실용적 군 운영 및 복지체제에 관한 현 실태 및 문제점을 살펴보고 이에 대한 향후 발전방향을 제시하고자 하였다. 먼저 1장에서는 서론으로서 육군의 목표인 <정예화된 선진 육군의 육성>을 달성하기 위한 조건으로서 부대의 완전성이 갖추어 져야 한다는데 초점을 두었다. 그리고 이를 위해서는 균형성, 실용성, 복지의 3요소가 잘 조화를 이루어져야 한다고 보았다. 제2장에서는 군 운영실태 및 문제점으로서 전투준비태세의 열악한 실태, 기반체계의 부실, 민군협력분야의 취약 등 효율성이 저하되고 있는 실정을 살펴보았다. 실용적 군 운영 발전방향으로서 사고의 전환, 민군협력 강화와 경쟁시스템의 도입, 부대의 예산지출의 융통성 등을 제시하였다. 제3장에서는 군 복지실태 분야로서 그중 열악하다고 판단되는 근무여건, 군 의무/장해보상체제, 군 급여/수당 및 군 가족 복지를 중심으로 살펴보았다. 그리고 선진 복지 체제 발전 방향으로서 군과 사회의 공동체를 구성, '프라이버시'확보, 그리고 삶의 질의 개념과 마스터 플랜의 작성의 중요성 등이 제시되었다. Chapter 1, as an introduction, focuses the completeness of the unit for building of the

elite, reformed, developed forces, which is the main goal of the army.

The completeness of the unit comes from the harmony with 3 main elements, that is,

balanced distribution of resources, pragmatic operation, good welfare system.

Chapter 2 reviews the current status and problems in military operation. As the result,

the readiness is not well prepared and the infrastructure is still weak. The cooperation

between civil and military needs to be strengthen for the efficiency.

New creative thinking, the cooperation with private field, adaptation of competition

system and the flexibility of using the units expenses are recommended.

Chapter 3 reviews the current status and problems in military welfare system and

suggests couple of ideas to develop the system. Especially, this paper focuses the area of

the working environment, obstacle compensation, salary and allowance and military family

welfare, which fields are relatively weak.

This paper suggests couple of ideas such as, composition of the military and social

community, guaranteeing privacy and?? quality of life??and the importance of building the

master plan.
