Abstract

abstract This paper is an analysis of political democratization and its effect on society. Differently from major research on democratization, this paper deals with 'double transition' to democracy, political and social. Among countries in the third wave of democratization, Korea has been praised for her successful transition to democracy. But this paper pays more attention to social consequences of political democratization in ways which improve the standard of living, including welfare, industrial relations, and democratic norms and customs in social sphere. It is argued that the relative achievement in political democratization could not induce 'social democratization' that implies expansion of democratization rules and values to every aspect of social life. Based on 'the social dynamics of democratization' as an analytical framework, this paper attempts to point out the discrepancy and dicontinuity of social, economic, political spheres. The discrepancy is explained by the limitedness of political democratization in a procedural sense. Power cleavages of reform politics is largely responsible for the limited achievement in political democratization. In spite of its reformative aspiration, Kim government delayed welfare reform, did not allow social movements to participate in policy-making process, and excluded organized labor from politics. This paper emphasizes that what Korea has achieved so far in political and procedural democracy is not sufficient to bring about social democratization that reinforces and accelerates political democracy through feedback process.
