한국 시민운동의 정치세력화 전망: 환경운동연합과 대전지역 시민운동 단체의 지방선거 참여 사례를 중심으로

Abstract

이 논문은 시민운동단체의 지방선거 활동에 대한 분석을 통해 한국 시민운동의 정치 세력화 가능성을 전망하는 데 초점을 맞추고 있다.먼저 정치세력화와 다양한 통로를 검토하기 위하여 유럽의 녹색당 결성과 미국 환경운동 단체들의 선거운동 참여와 입법 로비 활동을 살펴보고 한국에서 녹색당 결성을 둘러싸고 전개된 논의를 요약 o 정리한 후, 시민운동단체의 지방선거 참여 결과를 분석하였다.분석 대상 시민운동단체로는 전국적 단체와 지역 단체로는 대전지역의 대전참여자치시민연대가 각각 선정되었다.

시민운동 단체들은 지방선거 부활 후 '환경 후부' 또는 '시민 후보'를 추대하고 이들을 지원함으로써 정치 지형의 변화를 의욕적으로 시도하였다.1995년과 1998년의 두 차례에 걸친 지방선거 결과만으로 장래의 변화를 예측하기는 어렵지만, 일단 이 기간의 선거 참여의 결과는 시민운동의 독립적인 정치세력화가 쉽지 않음을 보여주고 있다.첫째, 1995년의 지방선거와 1998년의 지방선거 사이에 시민운동세력의 지방정치 참여 움직임 자체가 후퇴하였다.이것은 기본적으로 시민 단체들이 특정 후보자를 '환경 후보' 또는 '시민 후보'로 추대하고 이들을 지원하는 것이 큰 실효성을 갖고 있지 않음을 나타내는 것이다.이러한 실효성의 문제는 다시 시민운동단체의 선거 참여와 관련된 법률적인 제한, 시민운동단체의 내부 역량 부족, 시민운동에 대한 대중적 지지의 한계 등에서 비롯된 것으로 해석된다.

둘째로, 시민운동단체의 후보자 추천 및 이들에 대한 지원이 서유럽의 경우처럼 뚜렷한 대안 정치의 이념과 정책에 의하여 이루어진 것이라고 보기 어렵다.시민운동단체 자체가 아직은 대안 정치를 이한 이념과 정책을 마련하지 못하고 있다.

셋째로, 한국 정치의 구조적인 특징인 지역 분할 구도는 대안 정치의 공간을 허용하지 않고 있다.

This paper focuses on the feasibility of the Korean new social movements' turning info a new political group, based on the examination of social movement organizations' recent participations in local elections. Reviewing two Western model of new social movement groups' political participation, the Green Parties in Europe and lobbing in America, the paper summarized debases on organization of Green Party in Korea and examined the result of participation in local elections. Two social movement group, Korean Federation for Environmental Movement (KFEM) and Taejeon Citizen's Alliance for Participation and Local Autonomy is selected as sample organizations and their election related activities were examined.

Since revival of local autonomy system, some social movement groups tried to change political structure by nominating new figures as 'citizen's candidate' or 'environmental candidate' and supporting them. Considering the result of last two rounds of]octal election, we can say that it will be veer difficult leer new social movement groups to form a new independent political power. First between 1995 and 1998 local election, social movement groups' activities in local election has receded. The recession in participatory activities seems to be attributed to lower ]travel of effectivity of social movement groups' nominating and supporting activities. Second, social movement groups which publich recommended 'citizen candidate' or 'environmental candidate' have not proposed their own political ideology and platform in a concrete form. Third, no room for alternative political parties has been allowed in 7orea, for locality based established parties usually have won loyal support from each region.
