dc.description.abstractKIST(Korea Institute of Science and Technology) was created to take a role of a reverse brain-drain center" in 1966. After the establishment of KIST, the Korea"s brain-drain stood out as serious social issue. KIST made an effort to repatriate overseas Korean scientists, and its effort was an important test to overcome brain-drain in Korea. Consequently, KIST"s successful repatriation became the starting point for the return of overseas Korean scientists. This success of KIST encouraged the Korean government to shift the negative policies restraining on studying abroad to positive policies repatriating overseas brains. In the 1970"s, Korean government began to establish a series of the government supported research institutes (GSRIs) modeled after KIST, and this policy promoted reverse-brain-drain in Korea.-
