사이버 공무원교육에 관한 법제도 개선 방안 연구

Abstract

본 연구에서는 최근 공무원교육훈련의 한 방법으로 급속히 확산되고 있는 사이버교육의 내실 있는 운영을 위하여 선행 연구 및 유관 법제 분석에 따른 시사점을 바탕으로 현행 법제도가 안고 있는 문제점을 밝히고, 법제도적으로 개선해야 할 사항들을 제시하였다. 현행 관련 법제도의 문제점으로는 관련 법령인 공무원교육훈련법과 지방공무원교육훈련법 및 동법 시행령에 사이버교육에 관한 규정이 부재하며, 실질적인 공무원 사이버교육과정 운영의 지침서 역할을 하고 잇는 공무원사이버교육지침의 내용도 구체성을 결여하고 있어서 교육의 질을 확보하고 단위 교육훈련기관의 사이버교육과정 운영을 효율적으로 하는데 매우 미흡하고, 사이버 공무원교육에 관한 체계적인 평가시스템이 부재하며, 학습관리시스템과 콘텐츠의 표준화를 위한 구체적인 지침이 명문화되어 있지 않다는 점을 지적하였다. 이러한 문제점을 개선하기 위한 방안으로는 공무원교육훈련법 및 동법 시행령에서 교육의 방법을 규정한 조항에 사이버교육에 관한 규정을 보완하고, 교육과정 운영계획에 사이버교육에 관한 계획을 포함하도록 하며, 사이버교육 전문기관에 의한 객관적인 질관리 장치를 법령에 포함시키도록 하는 방안을 제안하였다. 한편, 공무원사이버교육지침의 개선을 위해서는 중앙인사위원회의 장이 외부의 사이버교육 전문기관을 구체적으로 지정하여 콘텐츠의 품질인증 및 사이버교육 과정 운영 전반에 관한 평가와 컨설팅을 하도록 하며, 메타데이터 및 학습관리시스템의 표준화를 통한 콘텐츠 공동 활용 촉진, 운영요원 등 인적요건의 명사를 통한 전문 인력 확보, 정보보안 체제의 구축을 통한 안정적인 시스템 운영 등의 규정을 포함하는 방안을 함께 제시하였다. 아울러 공무원 교육훈련 종합평가와 평가항목에 사이버교육에 관한 항목을 포함시키는 방안을 제안하였다. The purpose of this study was to suggest revisions for improving the current laws and regulations pertaining to the online training of government employees. The previous research and literature related to the online training of government employees was reviewed, and some useful implications were drawn for a revision of the current laws and regulations. From these implications, possible improvements of the current laws and regulations were suggested. There are two major results of the study. First, it was found that the current law and regulations involved a variety of problems as a result of vague articles about regulating the online government employee training program in terms of quality of education. Second, revisions to the structure and content of the relevant laws and regulations (such as 「Government Employee Training Act」 and 「Local Government Employee Training act」 and 「Online Government Employee Training guide lines」) were suggested and some ideas for new articles were proposed for the relevant regulations so that policy makers might use them as they revise the law. The suggestions included the evaluation and consulting of the online government employee training.
