과학기술정책결정구조의 변화: 참여정부 과학기술행정체제개편을 중심으로

Abstract

본 연구는 참여정부 과학기술 행정체제 개편의 내용과 의미는 무엇이며, 성공적인 행정체제 구축을 위한 향후 과제를 살펴보았다. 참여정부의 과학기술 행정체제 개편은 과학기술중심사회 구축이라는 참여정부 국정기조를 구체화하기 위한 첫 걸음으로 볼 수 있다. 과학기술부를 부총리 부처로 격상하고 과학기술혁신본부의 설립을 통해 과학기술정책 조정의 실효성을 제고하도록 했으며, 과학기술관계장관회의를 운영하여 과학기술혁신에 관련 정책현안을 신속하게 조정토록 했다. 이는 과학기술정책의 종합조정능력을 강화하여 R&D 투자 효율성을 강화하고, 과학기술정책의 전문성과 대응성을 재고하는데 있다. 또한 과거와 달리 과학기술정책과정에 민간 참여가 확대되는 등 거버넌스로의 전환이 두드러지게 나타나고 있다. 앞으로 개편된 행정체제가 실효성을 가지기 위해서는 관련 제도가 정비되어야 할 뿐만 아니라 관련 업무를 뒷받침하도록 끊임없는 보완 조치가 필요하다. 즉 하드웨어적 개편에 그치는 것이 아니라 조직 문화 등의 소프트웨어적 면이 뒷받침되어야 조직개편이 제대로 성공할 수 있다. This study analyzed the contents and meanings, and hereafter subjects of the Rho Moo Hyun government's renovation of science and technology(S&T) administrative system. As one of the means to achieve national policy, the Rho government has promoted the Minister of Science & Technology to the level of Deputy Prime Minister and newly established the Office of Science and Technology Innovation(OSTI) under the Ministry of Science and Technology(MOST). The OSTI mediate and evaluate S&T related policies and efficiently control and allocate R&D budget. The major meaning is that the S&T administrative setup is showing the conversion to technology leading innovation system. In particular, it strengthens the overview arbitration ability of S&T policy in order to efficient policy propulsion. But to do good work of administrative reform, it remains the future task of software settlement like organization culture.
