조선조 행정기능의 관리불가능성에 관한 연구: 조선조 말기의 제도 붕괴과정을 중심으로

Abstract

이 논문은 서구의 방법론에 따라 조선조 행정기능을 체제유지기능, 축척기능과 정당화기능으로 재분류하고, 조선조 붕괴원인의 관점을 건국 때에 설계하였던 이 기능들이 후기에서는 서로 갈등을 일으키고 작동되지 않거나 역기능을 수행하였다고 주장한다. 즉 초기에는 세 기능들이 잘 작동하였기에, 문제가 발생하였을 때에 해결능력을 발휘하였으나 조선조의 말기에는 문제가 발생하더라도 이를 해결할 능력을 상실하였다고 본다. 이 글에서는 그 원인을 축적기능이 鮮初에 설계하였던 단순축적구조에서 벗어났기 때문이라고 주장한다. 즉 자본주의의 萌芽와 상공업·화폐경제의 발달은 체제유지기능의 변화와 재건을 요구하였지만 이에 대한 대응이 미봉책으로 적절하지 못하였다. 서구의 보편적 발전법칙에 따르는 단순축적구조로부터의 이런 발전이 조선 말기의 경우 국가의 管理不可能性을 노출함으로써 기존에 효력을 발휘했던 국가존립의 정당성을 무력하게 만들었고 이는 그 당시의 지식인이나 백성들 모두 새로운 정당화기능에 대한 탐색을 보여주었는데, 양명학, 실학, 서학, 동학 등이 그것이다. 이 글은 조선조 말기의 무기력을 이런 管理不可能性이라는 개념 도입을 통해 설명하려는 것이 그 의도이다. This paper aims at the explanation as to why Chosun Dynasty was easily collapsed. In order to explain the reason, this paper adopts so-called New Left framework. Based on this schema, state has three kinds of function: system-maintenance function, accumulation function, and legitimation function. At the end of Chosun Dynasty, these functions did not work well and caused some conflicts among one another, which means that the Dynasty had lost the capacity of manageability in governing. It resulted from thc change of accumulation structure: from agricultural society to the one with capitalistic elements. In the change process, Chosun government did not show manageability in the governing and the elite group in the government did not cope with the situation properly and searched for their own interest (SeDO politics), which led people (intellectual or masses) to find new legitimation function. This paper tries to explain incompetency at the end of Chosun Dynasty by introducing the concept of unmanageability.
