비용편익분석에서 인지적, 문화적 판단편향(judgement biases)에 대한 연구

Abstract

본 논문의 목적은 첫째, 사회적으로 논란이 되고 있는 새만금개발사업의 비용편익분석을 둘러싼 방법적 논쟁과 내용적 논쟁을 정리하는데 있다. 둘째, 이러한 논쟁의 원리를 통해 비용편익분석에서 전문가들간 체계적 차이(systemic difference)를 가져오는 원인으로서 기계적, 인지적, 문화적 판단편향(judgement biases)을 제시하는데 있다. 비용편익분석이 특정 국책사업의 경제적 효과성을 측정하기 위한 전략적, 합리적 도구라는 점은 분명하지만 여전히 인간의 판단에 의존하기 때문에 일정한 한계를 갖고 있는 것도 사실이다. 제한된 합리성(bounded rationality)과 사회적 맥락(social context)에 의해 제약 받는 전문가는 비용편익분석에서 인지적, 문화적 판단편향을 개입시킬 여지를 늘 가지고 있다. 본 논문은 이러한 인지적, 문화적 판단편향을 새만금 사례를 통해 예증하고자 한다. 본 연구의 연구결과는 비용편익분석이 단순히 경제학적 구성물일 뿐만 아니라 심리적, 문화적 구성물임을 보여준다. 이러한 측면에서 본 연구는 이론적인 차원에서 비용편익분석에 대한 인지적, 문화적연구의 필요성을 제기한다. 아울러 제도적인 차원에서 판단편향을 제거하기 위한 이해관계자의 참여, 공론의 활성화, 심의적 검증절차개선 등의 필요성을 주장한다. This paper examines CBA(Cost Benefit Analysis) debates in Saemangeum project. About CBA, there are methodological and content conflicts and differences between pro and con groups. Our study shows that such systemic differences in CBA come from mechanical, cognitive, and cultural judgement biases. It is right that CBA is tool to provide the good information to decide some projects. However depending on human's bounded rationality and social contexts, CBA has always risks of making errors caused by cognitive and cultural judgement biases. This paper well shows that CBA is not only tools of economics but also socially or culturally constructed things. We argue that to overcome those biases in CBA, we need study cognitive or cultural factors in CBA and should design the policy with citizens' participation, deliberative review mechanism and public discourse process.
