방재 국제네트워크 구축활성화에 관한 연구

Abstract

본 논문은 방재 국제네트워크 구축활성화를 강조할 목적으로 외국과 우리나라의 방재 국제네트워크 구축실태를 비교하고 관련된 개선점을 도출하였다. 이론적 배경으로서 정부와 비정부의 시각을 균등하게 반영하는 네트워크이론은 외국의 방재기관 특히 GDIN의 경우에, 상황적 맥락을 중시하면서 다수의 체제를 비교분석하는 비교행정학은 외국과 한국의 국제네트워크 구축실태의 비교분석에 당사들 간에 신뢰성이 있는 정보를 교환하는 파트너십이론은 방재기관이 국제네트워크를 설립하는 중요한 하나의 목적에 적용되었다. 선진국들은 방재정보 교환을 위하여 1980년대 말부터 국민경제력에 기초하여 GDIN, 미국 국토보안부의 국제 협력실, 영국의 EPS, 캐나다의 ESSA, 일본소방청과 같이 국제네트워크를 본격적으로 구축하고 있다. 한편, 우리나라의 소방방재청 및 행자부, 서울시, 대구시, 재난관련 IT시스템은 여전히 국제네트워크 구축을 미루고 있다. 논문의 초점인 개선점으로서는 우리나라도 첨단의 IT시스템에 기초하여 선진국처럼 국제네트워크 구축을 본격적으로 시도해야 한다는 것이다. 구체적 방안으로서는 국제네트워크 구축을 전담하는 기관과 담당관이 필요하며, 국제네트워크의 주체, 대상, 지역을 보다 다양화해야 하며, 국제네트워크를 통해서 상호간의 협력, 재난정보 공유, 재난정보 학습뿐만 아니라 사업적으로 접근을 하는 것이 필요하다. The paper has compared Korean and the other countries' international networks for disaster prevention and then drawn policy alternatives, for the ultimate purpose of emphasizing the establishment of international network for disaster prevention in Korea. As theoretical frameworks, the network theory, which keeps the balance between governmental and non-governmental viewpoints, has applied for the international institutions for disaster prevention in particular including the GDIN, the comparative administration, which compares diverse systems in the context of contingency, has comparatively analyzed Korean and the other countries' establishment of international networks for disaster prevention, and the partnership theory, which exchanges confidential information among partners, has explained one of major goals of establishing international network for disaster prevention. Several developed countries with national wealth began to establish international network for disaster prevention in order to exchange related emergency information after the late 1980s, such as the GDIN, the International Affairs Office in U.S. DHS, the EPS in U.K., the ESSA in Canada, and the FDMA in Japan. On the contrary, Most of Korean institutions have postponed the establishment of international network to include the NEMA in MoGAHA, Seoul city, Daegu city, and disaster related IT system. The focus of paper, as policy alternatives, has been given on that Korea has to establish international network as soon as possible, on the basis of cutting edge IT. In so doing, Korea needs to make specialized institution for international network with professionals, diversifies foreign partners and areas for international network, and approaches international network in terms of emphasizing business viewpoint, as well as cooperating one another, sharing disaster information, and learning the others' disaster prevention.
