- 本硏究의 動機는 主로 行政의 決定作成過程에 對한 關心과 特히 H. A. Simon의 模型에 對한 平素의 關心 그리고 遞信部에서의 寶務修習(1966年 9月 1日-12月 30日)과 其間의 問題의 發見등에 起因한다. 1965年 度遞信料金改正의 決定作成을 問題로 選定한 보다 直接的인 動機는 다음과 같다.
