| dc.description.abstract | 우리나라 지방자치의 발전과정을 시대적으로 구분하는 데는 정설이 없다. 그러나 근대적 의미의 지방자치가 우리나라에서 시대사조로나마 국민간에 의식된 것은 갑오경장 이후의 일로 보아야 할 것이다. 따라서 필자는 갑오경장 이후부터 미군정 시대까지를 우리나라 지방자치의 여명기로 보고 대한민국건국후부터 현재까지를 육성기로 보아 시대구분을 양분키로 한다. | - |
