기획논문 : 유인, 규범, 신뢰할 만한 공약과 정책갈등: 정책갈등 유형분류를 위한 시론

Abstract

이 연구는 의사결정에 영향을 미치는 제도변수(규범, 유인)를 조합하여 네 가지 갈등상황을 도출하고, 사례분석을 통해 그 타당성을 분석해 보려는 시도이다. 도출된 갈등유형을 적용하여 방사성 폐기물 관리 시설 입지 과정을 분석해 본 결과 유인과 규범이 모두 약한 상황에서 정책갈등이 시작되어 강한 규범과 약한 유인 상황에서 갈등이 확산되었으며, 강한 규범과 강한 유인 상황에서 입지 선정에 성공하였다. 제도론의 관점에서 접근한 이 연구의 설명 방식은 정책 갈등의 원인을 규범과 유인 두 개의 변수를 기준으로 정리하여 갈등유형을 도출하고 있어서 향후 갈등 사례의 원인을 설명하는데 이론적으로 기여할 수 있을 것으로 기대된다. This study categorizes policy conflict patterns using a cross-table drawn from two institutional variables (incentive, norm) which influence the actor`s decision making. A case study of a radioactive waste facility siting project shows the changing process of policy conflict. The conflict started from weak norms and incentives, then it dispersed the strong norms and weak incentives, and was solved in a strong norm and strong incentive situation. Compared with other policy conflict studies, this study gave its emphasis to the theoretical bases of the policy actor`s decision making from the perspective of the relationship between incentives, norms and credible commitment. The four types of policy conflict in this study give a clear distinction between policy conflict categories from the perspective of an institutional approach together with the possibility of enhancing the explanatory power in many similar cases of siting-related policy conflict.
