기획논문 : 분쟁과 갈등으로 인한 취약국가의 개발협력: 취약국가 모형과 정책대안 모색을 중심으로

Abstract

최근 국제개발협력에서 가장 어려운 과제 중 하나로 대두되고 있는 분쟁 및 취약국 지원방안에 대해 실질적인 정책 마련이 시급하다. 본 연구에서는 취약국의 개념을 정의하고, 취약성의 양태를 정치·국가행정·안보 측면에서 분석하여 18개의 핵심 취약국을 도출하였으며, 그 가운데 아프가니스탄, 소말리아, 수단, 콩고민주공화국을 고도(高度) 취약국으로 선정하였다. 또한 이들에 대한 한국의 공적개발원조(ODA) 정책집행 상황을 무상원조기관인 KOICA(한국국제협력단)를 중심으로 분석하였다. 이러한 분석을 토대로 새로운 공여국(emerging donor)으로서 한국에 필요한 정책적 시사점을 다음과 같이 제시하였다. 첫째, 취약국 선정에 있어 다양한 범주를 고려하고, 개별 국가의 취약성을 분석하여 이에 부합하는 국별지원전략(CAS: Country Assistant Strategy)을 마련해야 한다. 둘째, 취약국의 역량과 제도를 발전시키기 위해 국가체제구축(state-building)을 원조 방향으로 설정해야 한다. 또한 원조 효과성의 제고를 위해 범정부적(whole of government) 접근이 필요하다. 셋째, 한국의 개발 경험을 활용하여 원조 역량을 넓히고 차별화된 특성을 발전시킴으로써 국제사회에서 주체적인 역할을 확보해야 한다. The aim of this paper is to suggest Korea`s policy toward fragile states which pose great challenges for global poverty reduction. This paper, first, constructs profiles of the fragile states by paying attention to three essential dimensions of state fragility: politics, public administration and security. Using multiple data sets, this paper identifies 18 fragile states which appear at least once in the top ten lists of each fragility dimension. Although the profiles of fragility are different among these fragile states, Afghanistan, Somalia, Sudan and Democratic Republic of Congo are identified as the highly fragile states, being listed in all three dimensions of fragility. Secondly, this paper examines Korea`s international cooperation with the fragile states. Although Korea has provided development assistance to most fragile states, it lacks a clear policy framework and country-specific policies. This paper suggests that Korea should develop a three-pronged cooperation policy for the fragile states: preparing country-specific assistant strategies with emphasis on state-building assistance, taking a whole-of-government approach and taking advantage of Korea`s development experience.
