지방공공서비스 민간위탁 결정의 영향요인에 관한 연구: 지방정부 수준에서 정치적 요인의 역할에 대한 검증

Abstract

본 연구는 우리나라의 16개 광역지방자치단체 및 230개 기초지방자치단체를 대상으로 지방 공공서비스 민간위탁 결정에 대한 정치적 요인의 영향을 검증하였다. 행정안전부의 내부자료, 중앙선거관리위원회의 지방자치단체 장 및 의원 선거 당선인 자료, 통계청의 주민등록인구, 인구증가율 자료, 공무원정원 자료. 한국통계연감의 면적 자료, 지방재정연감의 지방세부담액 및 재정자주도 자료 등에 대한 이항로지스틱회귀분석 및 다중회귀분석 결과, 2007년 지방자치단체의 공공서비스 민간위탁 결정은 재정자립도와 함께, 인구 1천명당 공무원정원 및 지방자치단체장과 지방의회 간의 정치적 경쟁과 통계적으로 유의미한 관계가 있는 것으로 나타났다. 이는 한국적 맥락에서 경제적 요인뿐만 아니라 정치적 요인이 우리나라 지방정부의 민간위탁 결정에 있어 상당히 중요한 역할을 하고 있음을 보여 준다. This study empirically examined the role of political factors in the contracting decisions for the delivery of public services in 246 local Korean governments. Using the data from the Ministry of Public Administration and Security, the National Election Commission, the National Statistical Office, the Local Finance Yearbook, and the Korea Statistical Yearbook, the study used binomial logistic regression analyses, multinomial linear regression analyses, and partial least square regression analyses. The results show that the number of public employees per 1,000 people and political competition between the head of local government and the majority party in the local council, as well as the percentage of local financial independence, and the past contracting experiences of the governments are the statistically-significant variables in the decision of local Korean governments to contract-out in 2007. This implies that political factors, as well as economic factors, have recently played an important role in local government contracting decisions in Korea.
