정부조직개편의 효과 실증분석: 노무현,이명박 정부의 중앙부처 간 업무관계 네트워크의 변화를 중심으로

Abstract

이 논문은 정부조직개편의 효과를, 노무현-이명박 정부 간 정권변화에 따른 부처 간 업무관계 네트워크 구조의 변화라는 관점으로 분석하는 데 목적을 두고 있다. 네트워크 분석을 통한 실증분석결과, 정부조직개편에 따라 정부부처 간 업무관계 네트워크 구조에서 중요한 역할을 하는 부처가 유의미하게 달라졌음을 확인할 수 있었다. 가장 뚜렷한 변화는 노무현 정부에서 국가관리기능을 담당하는 부처들(중앙인사위원회와 행정자치부)에 대한 네트워크 집중도가 높았던 반면, 이명박 정부에서는 산업경제기능을 담당하는 부처들에 대한 집중도가 두드러지게 높아졌다는 점이다. 특히, 산업경제기능을 담당하는 부처들(기획재정부, 국토해양부, 지식경제부, 금융위원회, 농림수산식품부)은 조직개편 이후 사이중심성이 유의미하게 높아진 것으로 나타났다. 그 중에서도 기획재정부의 경우, 내향중심성과 사이중심성 모두 큰 폭으로 상승하여 노무현 정부 때에 비해 부처 간 네트워크 구조에서 보다 중핵적인 역할을 하게 된 것으로 분석된다. The reorganization of the national government is usually influenced by the (new) president`s policy orientation, which is different from the previous president. This study proposes to investigate the impacts of these changes empirically between the Roh Administration and the Lee Administration, focusing on inter-governmental relationships. This study applies social network analysis to research structural changes in inter-governmental co-working networks using formal document exchanges among organizations. The results of the analysis reveal network structure changes following the reorganization of the national governmental. In particular, ministries with economic functions in the Lee Administration showed significantly higher capability as a broker in the network compared to during the Roh Administration.
