Abstract
2015년 MDGs 목표달성이 어려워질 전망이 지배적인 가운데, 최근 취약국가에 대한 관심 과 지원방안에 대한 문제가 국제개발협력의 주요한 이슈가 되고 있다. 우리나라의 경우, 2010 년 OECD DAC의 회원국으로 성장하였으나, 아직 이에 대한 지식과 관심은 초보적인 수준이 다. 취약국가는 빈곤과 저개발, 내전 등으로 인하여 정치, 행정, 안보적 측면에서 어려움을 겪 고 있는 국가들로써 이들에 대해서는 기존의 원조방식과는 다른 통합적 접근(WGA)을 바탕으 로 한 원조방식이 필요하다. 본 연구는 한국의 취약국 지원방안 마련을 위한 탐색적인 연구로써, 국제사회에 있어서 취약 국의 정의와 등장배경, 취약국 지원을 위한 주요 원칙 및 접근방법을 살펴보았다. 연구결과 주 요 함의점으로 우리나라의 취약국 지원을 위해서는 통합적 접근방법(WGA)을 바탕으로 취약 국가와 취약상황에 대한 국제사회의 모범적인 개입원칙을 준수하고, INCAF와 국제대화 (international dialogue)에 보다 적극적으로 참여하여야 하며, 식민지 지배경험이 없으며 공여국들 중 유일하게 원조경험을 가진 한국의 독특성을 바탕으로 국제사회에서의 주체적 역할 을 확보하여야 한다. In the context of expectations that the Millennium Development Goals cannot be achieved by 2015, fragile states and strategies for assistance have recently become major issues in international development cooperation. Although Korea has enlarged its role as a mature donor by being accepted as a member of OECD/DAC since 2010, interest in and knowledge about issues of fragile states is still at a primary level in government and academia in Korea. Fragile states can be defined as countries where the states are suffering from improper functioning in aspects of politics, public administration, and security because of poverty, underdevelopment, or civil war. A different aid strategy based on a whole-government approach is needed for them. This paper, as an exploratory study, includes the definition of fragile states by the international donor community and the background of its emergence as a major issue, the principles and approaches of aid assistance for fragile states. As a result of the study, the policy implications for Koreas assistance to fragile states is that Korea should comply with the Principles for Good International Engagement in Fragile States and Situations (2007) and more actively engage the international dialogue, mainly through the International Network on Conflict and Fragility in the OECD/DAC, and should take a more autonomous role in international society for development cooperation based on uniqueness as compared to other donors who have only been beneficiaries in the past.
