프로젝트를 추적하다: 국제개발과 인류학적 참여

Abstract

이 연구에서는 인류학이 다른 학문과 달리 국제개발에 개입하는 방식과 접근방법, 실천과 기여가 어떻게 차별화되는가를 살펴보고, 특히 다지역 문화지(multi-sited ethnography) 연구방법을 적용하여 우리나라가 수행하고 있는 국제개발 프로젝트를 추적함으로써 국제개발 문화지를 통한 인류학적 참여의 가능성과 의미 및 한계를 고찰하고자 한다. 아파두라이(Appadurai 1996)의 탁월한 분석과 같이 세계화는 문화와 경제의 경관(landscapes)을 바꾸어 놓는다. 최근 국제개발 혹은 국제원조의 이념과 방식, 행위자들도 급격히 변화하고 있으며 세계화의 흐름과 글로벌 위기, 국가 및 시장, 시민사회의 특성에 따라 원조경관'(aidscapes)도 변화하고 있다. 이 논문에서 추적 기술하고자 하는 한국의 국제개발 경관 혹은 원조경관은 매우 독특하다. 프로젝트를 추적하다 보면 여러 지역과 지점에서 원조경관이 구체적으로 드러나기 마련이며 이러한 원조경관을 분석함으로써 한국의 원조사업이 지니는 동기와 이념, 자본과 상품의 특징, 기술과 인력, 전문가와 원조기관의 문화, 원조의 효과와 영향력 등을 실체 그대로 그려낼 수 있다.

This article is an experimental ethnographic research to examine how anthropologists are engaging in the international development and whether there is any possibility of anthropological contribution to development as well as its meaning and constraints. The paper follows the four international development projects, applying the multi-sited ethnographic research method (Marcus 1995) to describe the concrete aidscapes and to find out the complex power relations in the overseas Korean aid program, implemented in many countries by the Korea International Cooperation Agency(KOICA) and the other non-governmental charity organizations.

It is envisaged the motives, ideas, discourses and narratives, power relations, cultures of the consultancy and aid agencies, effectiveness and impacts of the aid projects can be identified by following the multi-sited projects which has been designed, implemented, and evaluated in many countries by the many stakeholders. The paper analyzed that there are many specific characteristics and unique culture of the Korean development projects such as donorcentrism, too much concern of flying flag, tied aid and buy-Korean policy.
