dc.description.abstractLao Peoples Democratic Republic (hereafter, Laos or Lao P.D.R) is also one of
the least developed countries in Southeast Asia in the present time. Since 1975 of liberation
from the U.S. protectorate, changing the regime, and formed government by people ruler;
The Lao government has play role in healing and rebuilding the country in various
sectors, and has emphasis on improving the capacity building of its civil service by putting
it as one of the priority master plan of the government in each periods. Since 1991 the first
Constitution of Lao PDR was promulgated, various Prime Ministerial Decrees and
regulations which related to civil servant was commenced and shared its own
responsibilities to vary sectors.
Due to the growth of national social economic, the number of servants has been increasing
rapidly from in average 5.3 % per year. The number of new recruitment officials in last
year (2011) was 17,000 for both central and local government. But, the compensation,
remuneration and other benefits still low when compare to the cost of living which high
day to day.
