북경시의 도시재개발 정책과 북경＂동향촌(同鄕村)＂의 변화

Abstract

본 연구는 개혁기 중국 도시의 발전과정 속에서 형성되고 있는 공간을 둘러싼 국가기구 및 다양한 사회집단간의 연대, 갈등, 그리고 대립에 관한 연구이다. 구체적으로는 북경 동향촌의 변화과정 및 이와 관련된 북경시 정부정책에 대한 연구를 중심으로, 개혁기 중국 도시 발전과정의 정치경제학을 살펴보는 것을 목적으로 하고 있다. 개혁기 도시로 진입한 이농민들의 집단거주지로서 삶의 터전을 제공하여 왔던 북경의 동향촌들은 후진타오 체제의 등장과 더불어 근본적인 변화를 맞고 있는데, 본 연구에서는 이 같은 북경 동향촌의 변화과정이 북경의 도시재개발에 따른 공간의 재구성, 보다 구체적으로는 동향촌에 대한 북경시 정부정책의 획기적인 변화 및 동향촌이 집중되어 있는 성중촌에 대한 북경시의 재개발 정책과 밀접한 관련이 있음을 보여주고 있다. 특히 최근의 제도적 변경과 재개발에 기초한 북경시의 정책이 도시의 공간 재구성에 어떠한 의미와 기능을 가지는지를 분석함으로써, 후진타오 시대에 들어서 강화되고 있는 성장지향 도시연합의 성격을 살펴보고 있다. 이를 통해 도시재개발 과정에서 필연적으로 제기되는 토지 사용권리에 대한 제반 불평등의 기초로서의 호구제도의 측면을 강조함으로써, 호구제도에 대한 새로운 이해의 틀을 제시한다는 점에서 의의를 갖는다.

This research examines the newly created space forming in post-reform China`s urban development process and the surrounding alliances, tensions and confrontations between different government organizations and various social groups. Centering on research regarding the transformation of Beijing`s migrant enclaves and related policies adopted by the Beijing government, the present paper aims to analyze the political economy of the development process in post-reform Chinese cities. This research reveals that the recent fundamental changes in Beijing`s migrant enclaves are closely related to the spatial restructuring following Beijing`s urban redevelopment, or more specifically to Beijing`s redevelopment policy toward chengzhongcun where migrant enclaves are highly concentrated. In particular, by analyzing the recent institutional changes and redevelopment policies, this paper identifies the characteristics of the pro-growth urban alliance that is strengthening in the Hu Jintao era. Emphasizing the various inequalities latent in the household registration system regarding the land use rights that unavoidably arise during the urban redevelopment process, the present research has significance in presenting a new framework for understanding the household registration system in the Hu Jintao era.
