옴부즈만 제도 활성화 방안 연구: AHP 분석방법을 활용한 정책대안 우선순위의 도출

Abstract

우리나라는 국민권익위원회를 설치하여 행정심판과 부패방지 기능뿐만 아니라 고충민원의 처리 기능을 하도록 하였다. 또한 국민권익위원회의 설치 근거가 되는 부패방지 및 국민권익위원회 설치와 운영에 관한 법률 은 지방자치단체에 시민고충처리위원회를 설치하도록 권고함으로써 고충민원의 처리가 지방정부에서도 가능하도록 하였다. 그러나 동 법률에서의 규정은 권고적 성격에 머무르고 있으며 중앙정부의 옴부즈만 제도라 할 수 있는 국민권익위원회의 옴부즈만 기능 역시 활성화되어 있지 못하다는 지적이 계속되어 왔다. 본 연구의 목적은 우리나라 옴부즈만 제도의 활성화를 위한 정책적 우선순위를 도출하는 것이다. 분석방법으로는 계층적 의사결정방법(AHP)을 활용하였으며 효과적인 우선순위의 도출을 위해 전현직 옴부즈만을 대상으로 인식도 조사를 실시하였다.

The major roles of the Anti-Corruption & Civil Right Commission in Korea include not only that of an ombudsman but also anti-corruption and administrative appeals. Although the Korean government enacted the national law that established both provisions of the national ombudsman and the local ombudsman, many scholars and professionals have been pointed out several limitations of the ombudsman system in Korea. Such limitations include a lack of effectiveness, improper ombudsman governance, and non-diffusion in local governments. The purpose of this study is to find out the priorities of policy alternatives to vitalize the ombudsman system in Korea using the analytic hierarchy process (AHP) research method.
