dc.description.abstractGiven that the Deun Xiaopings leadership was more conservative than Gorbachev' s leadership, how should one explain the contrasting post-reform economic performances of the USSR and China? With the aim of solving the 'puzzle" of the differences in performance, this paper argues that in several important aspects of the reform strategies, the Chinese were more shrewd and radical than the Soviets, although the initial conditions for success of the reform were indeed more favorable for China. The basic idea is that despite the same failure in state sector reform in both countries, China, in contrast to the Soviets, has succeeded in creating many new non-state economic entities which have served as the engine" of growth and which have contributed to the emergence of a new more market-oriented economic environment.-
