수도권 사설 상담실의 현황과 운영에 대한 탐색적 연구

Abstract

상담에 대한 국가․사회적 차원의 관심과 지원이 증가하고 사회 전반에 걸친 상담에 대한 인식 수준이 높아지는데 힘입어, 90년대 이후 사설 상담실의 개업이 계속되고 있다. 사설 상담실은 보다 전문화된 상담 서비스 제공과 상담자의 진로 개척의 차원에서 그 의미가 큼에도 불구하고, 국가는 물론 학회 차원에서도 소홀히 인식되고 있어 그 실태에 대한 조사 조차 이루어지지 못하고 있다. 이에 본 연구는 서울․경인 지역에 소재하고 있는 8개의 사설 상담실의 실태를 인터넷 홈페이지와 상담실 운영 책임자와의 인터뷰를 통해 조사하고 이것을 강점, 약점, 기회 요인, 위협 요인의 틀로 분석하였다. 연구 결과 사설 상담실은 상담자의 전문성과 그에 따른 성공 사례의 축적 정도가 가장 큰 강점임과 동시에 상담실 운영의 성공 요인인 것으로 나타났다. 공공 기관보다 상대적으로 상담에 대한 인식 수준이 높은 내담자와 상담자의 자유로운 시간 운용 등도 강점으로 분석되었다. 반면 개업 초기의 경제적 부담, 상담자 및 상담 성과에 대한 평가 미비, 사례 관리 및 추수 상담의 미비, 상담자의 소속감 결여 등은 약점으로 분석되었다. 또한 사설 상담실은 2차 전문 상담기관으로써의 기회 요인과 무자격 사설 상담실의 난립 및 법적․윤리적 분쟁의 가능성 등의 위협 요인을 함께 안고 있었다. 본 연구는 조사 대상을 서울․경인 지역의 상담실로 제한하였고 표본수도 적었기 때문에 연구 결과를 일반화하기에는 한계가 따른다. 후속 연구에는 지역 차뿐만 아니라 새롭게 등장하고 있는 다양한 사설 상담실의 형태를 고려한 연구가 요구된다.

Along with increasing governmental and social interests groups support of public counseling, private counseling services have been flourishing since the early 1990's in South Korea. Although private counseling could provide more professional services to clients and wider career opportunities to counselors at the same time, very few systematic reviews have been undertaken for the private counseling centers. The purpose of the present study is to find out the current status and explore the prospect of private counseling services. Based on SWOT(Strengths, Weaknesses, Opportunities, Threats), we conducted detailed research on internet home pages as well as interviews with the heads of 8 private counseling centers located in Seoul and Kyung-in provinces. The strength of private counseling service centers includes the ability to recruit counselors with a greater degree of experience as well as a higher level of certification. As a direct result of the counselor's abilities, clients improve on a more consistent and continuing basis. The clients who willingly pay for high counseling fee are more likely to be aware of the process and outcome of counseling. Future, private counseling service allows for flexibility in terms of scheduling for counseling. Weaknesses are related with financial instability, lack of objectivity in evaluation on both counselors and counseling outcomes, lack of case management and the follow-up sessions, as well as low degree of loyalty of counselors. On one hand, private counseling centers have a opportunity to being secondary specialized services, and on the other hand, private counseling centers are likely to be threatened by the underqualified counseling services and related ethical issues.
