Abstract
The purpose of this study is to analyze the decision-marking process and the environment change expected by the impact of specific public policy, as the artificial harard, which rise from the submersion due to the construction of the dam and the formation of the man-made lake. Based on this geographical approach, this paper also characterizes the preliminary research intending to look into the social effect of the regional development policy on the special area. The study area is composed of 3 rural areas of Myun and 1 urban area of Eub among the planned submersion area, and 377 households accounting for 4.56 percent of the whole were selected as a sample. To collect the data, the individual interview with inhabitants was carried out. And the framework (Fig. 1) was used for the analytic scheme of this study. The findings are as follows; (l) The socio-economic states such as inhabitants occupation, income, and school career have the most intensive relation with the emigration pattern; the degree of perception and conscious decision making, regional preference of urban or rural area, desirability of far or near emigration, and selectivity of individual or collective emigration. (2) The family structure such as the age of householder and the number of family is closely related with emigration pattern, which is, however, less than that of the socio-economic states. (3) The value system and the image of environment change of inhabitants are indirectly related with the environment change.
