산지휴양시설 개발과 행위주체들의 행태 - 강원도 평창군 봉평면을 사례로 -

Abstract

이 연구는 낙후지역 개발수단으로서 최근 지방자치단체 및 지역주민들에 의해 각광을 받고 있는 산지휴양시설 개발에 관한 연구로 민간개발업체에 의한 산지휴양시설개발이 지역에 미친 영향과 일련의 개발과정에 대한 관련주체들의 행태에 대해 살펴보았다. 강원도 평창군 봉평면을 연구지역으로 하였으며, 논문은 크게 3부분으로 구성되어 있다. 첫째, 산지이용의 변화 원인과 경향, 둘째, 휴양시설 개발이 지역에 미친 영향, 셋째, 각각의 관련주체들이 휴양시설개발을 통해 추구하고자 하는 바, 그리고 이를 실현하기 위한 전략으로서의 행태에 대해 살펴보았다. 휴양시설 개발로 지역주민들의 고용기회 확대, 지방세수증가 등 경제적인 면에서는 긍정적인 효과가 발생하였으나, 한편으로 환경문제가 발생하기도 하였다. 개발로 인한 지가상승이 가장 두드러진 특징이며, 주민들의 인식과 대응양식을 특징짓는 요인이 되었다.

This research is about the development of mountainous recreation facilities. I researched the behaviors of related actors and neighboring regions influenced by mountainous recreation facilities which private companies developed in underdeveloped agricultural and mountainous villages, which residents make a living by slope agriculture. My research area is Bongpyung-myun Pyunchang-gun Kangwon-do. The purpose of this study are as follows: (1) the cause and trend of mountain development, (2)the effects which the development of recreation facilities made on the region, (3)the behaviors of actors related to developemnet and their developement strategy. The development made positive effects and negative ones.

Positive ones are extension of employment opportunities, increasement in income of local taxes, and negative one is environmental pollution. Above all, the rise of land price is conspicuous, which determinates residents' perception and way of response.
