2002년 지방선거의 정치적 의미: 중간평가 혹은 대선 전초전?

Abstract

2002 년의 지방선거는 시기적으로 대통령 선거 6개월 전에 실시된 선거라는 점에서 그 정치적 의미와 효과에 대해 흥미로운 사례를 제공해 주고 있다. 이 글에서 주목한 점은 2002년 6월의 지방선거가 6개월 뒤에 실시된 대통령 선거 결과를 예측할 수 있는 전초전 의 성격을 가졌나 하는 점이다. 집합자료와 서베이 자료의 분석 결과는 시기적인 근접성에도 불구하고 두 선거를 바라보는 유권자들의 시각이 이와 다르고 또한 실제로 정당별 득표결과도 두 선거 사이에 커다란 차이가 존재한다는 것이다. 따라서 시기적으로 근접해 있는 선거라고 해서 반드시 뒤따라오는 보다 중요한 선거의 전초전 의 성격을 갖는다고 보기는 어렵다. 시기의 문제와 별개로 임기 중반에 실시되는 지방선거는 재직 중인 대통령에 대한 중간평가 적 속성을 강하게 나타내고 있기 때문이다. 그러나 유권자의 의도와 무관하게 선거 결과는 대선 후보의 지지율에 적지 않은 영향을 미치고 있다.

This paper examines voting behaviors in the 2002 local elections. A main research question here is whether voters tend to see local elections as dress rehearsals of the upcoming presidential election which was only 6 months away. The findings were that in spite of time proximity voters regarded the local elections as an opportunity to express their dissatisfaction toward the incumbent president, not as a political rehearsal. However, electoral consequences made some unintended effects to presidential candidates.
