한국 IT산업 정책 네트워크의 지속성: 자기강화 메커니즘의작용을 중심으로

Abstract

2000년 이후 한국의 정보통신산업은 주요 행위자들 사이에 협력과 갈등 그리고 성공과 실패가 공존하는 복합적 현상이 대두되었다. 갈등과 실패의 증가에도 불구하고, IT산업의 주요 행위자들은 기존 정책 네트워크에서 이탈하지 않고 잔류하였다. 본 연구는 IT산업 정책 네트워크의 자기강화(Self-reinforcing) 매커니즘의 작용이 주요 행위자들의 현상유지적 성향에 커다란 영향을 미쳤다고 주장한다. 한국 IT산업의 자기강화를 촉진한 요인으로는 학습효과(learning effects)와 기존 정책 네트워크에서 이탈하는 데 소요되는 전환 비용 등을 들 수 있다. 이로 인해, 빈번한 산업 재편 과정에서 기존 정책 네트워크의 틀에 속해 있는 행위자들의 기득권이 일관되게 우선시되는 현상이 나타났다. 간기업들은 IT산업의 재편이 기존 정책 네트워크의 틀에 있는 행위자들에게 유리한 방향으로 전개된다는 것을 학습할 뿐 아니라, 새로운 대안적 제도를 형성하는 데 소요되는 전환 비용이 매우 크다는 것을 충분히 인식하게 되었다. 정부 부처(특히 정보통신부) 역시 기존 정책 네트워크를 유지함으로써 IT산업에 대한 정책 주도권을 유지할 수 있었다. 그 결과, 주요 행위자들은 IT산업에서 갈등과 실패가 점증하였음에도 불구하고, 기존 정책 네트워크의 틀을 유지하는 경향을 갖게 되었다.

The complex phenomena in which cooperation and conflict among key players as well as success and failure coexist emerged in the Korean IT industry since the 20005. This study aims to explain why, despite the increase in conflicts and failure, key players in the IT industry tended to maintain the existing policy network. We argue that the selfreinforcing mechanism of the IT policy network such as learning effects and switching costs exiting from the existing policy network has substantially influenced the key player' s status-quo oriented tendency. Players within the current policy network turned out to be major beneficiaries of frequent re-organizations of the IT industry. Only firms that stayed in the existing network could successfully enter the next generation of IT businesses, while government agencies - in particular the MIC - could fend off challenges from other ministries that attempted to expand policy jurisdiction over the IT industry.
