지구화 시대의 탈경계 정치과정을 위한 이론토대: 새로운 실마리의 모색

Abstract

이 글은 지구화 등 탈경계 현상의 심화로 기존의 경계지향적 정치과정에 긴장상태가 초래됨으로써 등조정이 어려워지고 거버넌스가 저하되고 있다는 데서 문제의식을 찾아, 지구화시대에 조응할 수 있는 바람직한 탈경계 정치과정을 세우는데 필요한 당위적 이론토대를 탐색한다. 기존 자유주의 관점의 이익집성 모델과 공동체주의 관점의 이익통합 모델은 물론 초국적 민주주의 담론의 여러주장 중 어느것도 지구화 시대의 탈경계 상황에 잘 조응하여 탈경계 정치과정의 이론토대가 되기에 한계가 크다는 점을 지적한다. 이어서, 새로운 관점으로 구딘(Robert Goodin)의 성찰적 민주주의 모델과 내적숙의(deliberation within)개념을 소개하며, 정치행위자 각자의 내적 성찰을 공적 결정의 전제요건으로 중시하는 구딘의 시각이 지구화 시대의 탈경계 정치과정을 위한 당위적 이론토대로 유망해 보인다는 점을 주장한다.

The recent transitory social trends, of which the most conspicuous is globalization, tend to make fuzzy and even irrelevant the existing national and legal boundaries. But the current political processes universally presuppose clear-cut national and legal boundaries, and, in this sense, are not compatible with these boundary-weakening trends. Consequently, aggravating social conflicts and deepening governance crisis arc characterizing today's political processes. Faced with growing tension between the new boundary-loosening phenomena and the existing boundary-fixed political processes, this article searches for a nonnative theoretical foundation for a boundary-free political process compatible with the rapidly globalizing environments. Neither the liberal interest-aggregative models nor the communitarian interest-integrative models nor the recent supranational democracy discourses seem promising. Instead. this article argues, the reflective democracy model and notion of 'deliberation within' theorized by Robert Goodin offer a new promising clue.
