제5회 동시지방선거 선거연합의 특징과 효과에 대한 시론적 연구: 선거구 경쟁 조건, 선거 효과를 중심으로

Abstract

제5회 동시지방선거의 야당 간 선거연합은 정당을 유지한 채 정당 간 연합을 진행했다는 점에서 이전의 정당 통합 중심, 후보자 중심 연합과 구분되었다. 이런 방식에서의 차이는 이후 한국에서 선거연합이 보다 제도적인 형태로 빈번하게 형성될 단초를 보여준다는 점에서 정치적 의미를 가진다. 그러나 한국이 대통령제 권력구조를 가지고 있고 선거연합이 비교적 최근의 현상이기 때문에 한국에서 선거연합에 대한 이론적 논의와 경험적 연구는 미흡하다. 이에 본 연구는 선거연합에 대한 이론과 1차부터 4차까지 지방선거 당선자 결과와 제5차 동시 지방선거 결과에 대한 자료를 토대로 선거연합의 선거구 경쟁 조건과 투표율 및 득표 효과를 경험적으로 분석하고 제5차 동시지방선거의 특징과 효과를 제시하고 있다. 연구 결과 제5차 동시지방선거에서는 경합적인 선거구일수록 선거연합이 촉진되었다. 경합 선거구의 86.4%인 70개 선거구에서 연합이 형성되었으나 비연합 소속당의 패권지역에서는 그 비율이 절반을 넘지 못했다. 투표 효과 분석에서는 선거연합의 투표율제고 효과가 나타나지 않았으나 득표 효과는 수도권을 중심으로 경향성을 확인할 수 있었다. The purpose of this study is to investigate the characteristics and the effects of the 5th Korean nationwide local election, focused on the competitive conditions of districts to promote pre-electoral coalitions and to analyze the voter turnout and the poll advantages with the data of the 1st to the 5th Korean nationwide local election furnished by the National Election Commission (NEC). The key findings are as follows. First, the more competitive the election seems in a district, the easier a coalition can be formed in the district. Second, although there is no evidence of turnout effect, the author could find some tendencies of poll advantages especially in the national capital region.
