이해할 것인가, 설명할 것인가? : 모델기반 정치학을 향하여

Abstract

이 논문에서는 1960년대 말 반(反)실증주의의 분위기를 허쉬만(Albert O. Hirschman)과 영(Oran Young)의 글을 통해 살펴보고, 이들이 실증주의 정치학 방법론에 대하여 제기했던 불만과 비판의 내용을 검토한다. 아울러 이와 같은 논박이 이해와 설명에 대한 베버의 유산을 이어받은 것으로서, 사회과학의 핵심이 법칙정립적 노력보다는 개체기술적 노력에 있다는 점을 부각시키고자 한다. 아울러 이 논문에서는 이와 같은 상황을 정치학의 분리된 테이블이라는 아몬드(Gabriel Almond)의 비유를 통해 재조명하고자 한다. 이러한 작업을 바탕으로 하여 이 논문에서는 현실—모델—이론 사이의 관계를 명확하게 조망함으로써 한층 더 진화된 사회과학 방법론을 제시하고자 한다. 특히 설명과 이해라는 양대 전통 사이의 괴리를 메우는 데 있어 모델이라는 도구가 중요한 역할을 수행할 수 있다는 점을 강조한다. 그리하여 이 논문에서는 양대 전통 사이의 괴리를 극복하기 위해 단순한 모델 구축 작업부터 시작하되, 상황과 패러다임의 영향을 감안한 이해의 모델을 수립함으로써 분열된 사회과학의 방법론의 합일점을 찾을 수 있다고 주장한다.

This paper introduces the tradition of anti-positivism by Albert O. Hirschman andOran Young in the later 1960s and discusses their discontents and critiques against the mainstream positivistic political science. Both scholars were to follow the heritage of Max Weber who had established the dual traditions of understanding and explanation in that they wanted to put more weight on the tradition of understanding. The situation, since their critiques, seems not to have been resolved much by now, and the paper shows the possibility of a unified political science by resetting the role of models between the reality and theories. Models, while they have been utilized as tools in the positivist tradition, may contribute to open the dialogue between two traditions as they can make an easy start and then develop into a model of understanding within contexts and under paradigms of each researcher. These efforts are widening the possibility of finding the unified way of social scientific traditions.
