동서독의 표준화 체계와 표준 통일 과정: 남북한 표준 협력에 대한 함의

Abstract

독일 표준 통일은 예상과 달리 막대한 비용이 소요되었고, 국가 통일과 마찬가지로 충분한 준비가 이루어지지 못한 상태에서 급속하게 진행되었다고 알려졌다. 그러나 동서독 간에는 표준 분리의 역사가 길지 않았을 뿐만 아니라, 국제 표준화 기구와 서독- 소련 간 협정 및 동서독 간 직접 교류를 통해 국가 통일 이전에 이미 표준 협력이 진척되었다. 다만 이러한 과정이 충분히 무르익기 전에 국가 통일이 급속히 진행되면서 표준 통일도 그 흐름에 휩쓸려 들어갔을 뿐이다. 한반도에서도 독일의 경우처럼 표준 통일 비용이 전체 통일 비용의 약 10%를 차지하고, 국가 통일도 갑자기 이루어질 가능성이 크다. 따라서 통일 준비와 통일 비용 절감을 위해 표준 협력을 하루 빨리 시작할 필요가 있다. 특히 동서독의 주체적 교류 노력과 국제 표준화 기구 내 및 대 소련 관계에서 이루어진 협력을 통해 표준 통일을 준비해간 점은 한국에게 시사하는 바가 크다.

It is maintained that the standards unification of Germany was costly very high contrary to expectations and has been rapidly proceeded not sufficiently prepared as well as the national reunification. However, the standards of FRG and GDR were not divided so long and East and West Germany have cooperated in standardization through the international organizations for standardization, the West Germany-Soviet agreement and their direct contacts. This process has been only rapidly swept away by the flow of national reunification before it has became ripe enough. The cost of standards unification is accounting for approximately 10% of the total cost of unification and the national unification will be suddenly proceeded in the Korean peninsula as in the case of Germany. Therefore, there is a need to start as soon as possible the cooperation in standardization for the sake of the preparation of national unification and the reduction of total unification cost. Especially the inter-subjective standards exchanges between FRG and GDR and their cooperation in standardization in the international organizations for standardization and in the relationship between Germany and the Soviet Union give huge implications for us.
