선거구 경쟁도와 전략적 분할투표 : 17대와 18대 국회의원 총선거를 사례로

Abstract

듀베르제가 제안한 심리적 효과에 기반한 전략 투표는 일반적으로 선거구 경쟁도에 대한 투표자의 인식에 의하여 영향을 받는 것으로 알려져 있다. 이론적으로, 경쟁적인 선거구의 투표자는 일방적인 승부가 예상되는 선거구에 비하여 보다 전략적으로 투표하는 경향이 있다. 2표병립제에서 전략적 행동은 주로 정당투표와 후보투표의 전략적 분할 투표로 나타난다. 본 연구는 한국의 17대와 18대 총선을 사례로 정당득표와 후보득표의 비율을 분석하여 선거구 경쟁도 변화에 따른 전략적 분할투표의 변화를 탐색하였다. 연구 결과, 각각의 선거 지형에 따라 차이는 있으나, 선거구 경쟁도에 따라 대정당과 군소정당 모두 후보-정당득표 비율이 유의미하게 변화하여 전략적 분할투표의 차이가 있음을 확인할 수 있었다.

Strategic voting based on psychological effects, as proposed by Duverger, is believed to be affected by the voter's understanding of the constituencys competitiveness. From a theoretical perspective, voters who consider the race competitive tend to vote more strategically than who expect a one-sided game. In a two vote mixed member system, the strategic behavior is mainly ticket-splitting between party and electorate votes. This study searches the changes in degree of strategic ticket splitting with district competitiveness, analyzing the ratio between party and electorate vote for the case of the 17th and 18th National Assembly elections of Korea. On that analysis, although little differences were founded in each election, meaningful change of party-electorate vote ratio of both major party and minor party was seen depending on district competitiveness.
