전문가 집단의 현황을 통해 본 재일동포사회: 변호사와 연구자를 중심으로

Abstract

제2차 세계대전 이후 재일동포들은 높은 법적 · 제도적 차별 장벽과 극심한 사회적 · 경제적 차별 속에서 에스닉 공동체의 정보를 축적 · 배분하는 등 에스닉 경제의 이점을 최대한 살리면서 신분 상승을 꾀해왔다. 히구치 교수는 지난 30년간의 변화를 볼 때, 이민 연구 용어로 재일코리안을 자리매김한다면 분명 모델 마이너리티(model minority)가 될 것이다. 이 용어는 현재 주로 재미 아시아계 이민에 대해 쓰고 있는데, 2세의 높은 교육수준과 화이트칼라 진출을 특징으로 한다. 재일코리안의 경우 취직 차별 때문에 재미 아시아계 이민보다 한 세대 더 오랜 시간이 걸려 모델 마이너리티의 지위에 도달했다고 주장한다. 이러한 히구치의 가설과 결론을 전문가 집단에 대입하면 어떤 결론이 나올 것인가? 이 글에서는 전문직 진출이 민족적 소수자의 사회경제적 위상을 파악하는 중요한 척도 중 하나라는 전제하에, 변호사와 학자를 중심으로 전문가들의 현황을 정리하여 일본사회에서 재일동포사회의 현재를 조명하려 한다. 무엇이 김경득 변호사 등장의 파장을 그리도 크게 했으며, 변호사 김경득의 등장이 재일동포사회의 역사에 갖는 의미는 무엇인가? 현재 일본사회와 재일동포사회에서 재일변호사들의 위상은 어떠한 것이며 거기에서 어떤 의의를 찾아야 하는가? 학자 집단은 재일변호사 집단과는 어떤 이동(異同)을 보이고 있는가? 또한 상기 히구치의 가설과 결론을 전문가 집단에 대입하면 어떤 결론이 나올 것인가? 이러한 의문에 답하기 위해 필자가 일부 재일변호사를 대상으로 실시한 설문 조사 및 인터뷰 결과, 그리고 주로 2008년에 <한국인연구자포럼>을 설립하여 운영해온 개인적인 체험과 고찰을 바탕으로 재일 전문가 집단의 현황과 위상을 다면적으로 조명한다. 그리고 모델 마이너리티 주장은 기본적으로 타당하다 할 수 있으나, 1990년대에 들어와서야 본격화된 것으로 아직 수적으로 미흡하며 불확실한 부분이 많은 만큼 여전히 존재하는 법적 · 제도적 차별에 대항하는 재일동포사회의 의식적인 노력이 필요하다는 결론을 내린다.

After WWII, Koreans have strived to raise their status in Japanese society by taking advantage of ethnic economy such as accumulating and distributing the ethnic communitys information under the huge barriers of legal/institutional discriminations and oppressive societal or economic discriminations. Professor Higuchi contends that Koreans can be defined as a model minority, who is characterized by a high level of education and a large percentage of whitecollared workers, despite the fact that they had to endure a longer period of time (one more generation) than Korean Americans did due to discriminations in employment. If we apply Higuchis definition to a group of Korean professionals, what kind of conclusions can we get? The purpose of this paper is to address the contemporary status of Koreans within Japanese society by examining the current situation of the professional workers, particularly lawyers and scholars, under the assumption that an increase in number of professional workers is closely related with the socio-economic status of an ethnic minority. What made Kyung-Duk Kims advent such a significant event, and what kind of significance does the lawyers presence bear in the history of Koreans society? What is the status of Korean lawyers in the contemporary Japanese society and Korean society, and what is its implication? What is the difference between the society of Korean lawyers and that of other scholars? Furthermore, if we apply Higuchis definition of Koreans to a group of Korean professionals, what kind of conclusions or implications can we get? To answer these questions, the paper analyzed the context and status of Korean professionals from diverse perspectives, based on the authors questionnaires and interviews with Korean lawyers and particularly on his personal experience and reflection on Korean Scholars Forum in Japan, which the author established in 2008. Finally, the paper comes to a conclusion that although the concept of model minority can be a valid claim, Korean society in Japan, which is still small in size and unstable, has to make an intentional effort to confront the legal and institutional discriminations that have remained since the 1990s.
