유럽통합과 초국가적 정치공간의 발달

Abstract

이 글은 단일유럽법(SEA) 통과 이후 경제단체와 노동조합, 환경단체의 초국가 차원에서의 이익정치활동을 분석하였다. 유럽통합이 심화되면서 일국 차원에서 이익정치를 전개하던 사회세력들이 초국가 차원으로 활동을 넓히고, 이것이 통합의 전개방향에 영향을 미친다. 이 연구에서 사용하고 있는구성주의적 신기능주의의 용어를 사용하자면, 기능적 파급－즉 유럽연합(EU)의 정책권한확대/축소－이 정치적 파급－즉 초국가 차원에서의 정치활동 활성화－을 촉진하고 역으로 정치적 파급이 기능적 파급에 영향을 미친다는 것이 이 글의 핵심 주장이다. 실제로, SEA에 의한 EU의 권한확대는 초국가 차원에서 경제단체, 노조, 환경단체의 증가와 조직강화, 상호간의 협력강화 등으로 이어졌다. 이들은 EU의 권한확대에 의해서 비롯한 정치적 파급이라고 할 수 있다. 역으로 이러한 정치적 파급이 EU의 권한이 확대, 축소, 또는 정체되는 데 영향을 미치고 있다. 경제단체는 EU의 경쟁정책 권한을 강화하는데 공헌하였고, 그 권한을 축소하려는 시도에 강력히 반발하였다. 노조는 EU의 사회정책이 강화되는 데 중요한 역할을 하였고 특히 마스트리히트 조약에서 사회적 동반자 절차를 수립하는 데 결정적으로 기여하였다. 환경정책을 둘러싼 환경단체와 경제단체의 정치활동은<지속 가능한 발전>의 규범을 수립하고, 환경정책을 유럽통합의 중요 목표로 수립하는 데 공헌하였다.

The empirical analysis in this paper shows that political spillover and functional spillover may act upon each other. To begin with, the task expansion of the EU after the SEA increased the number of business interest associations and the direct membership of big companies in those associations. It also strengthened the organized labor at the European level and the efforts to promote asocial Europe, as well as increasing the number of environmental NGOs at the European level and their cooperative activities. The political spillover has, in turn, affected the expansion, reduction, or status quo, of the EU tasks. Business interest associations contributed to the consolidation of EU competition policy. European labor unions also played a crucial role in strengthening EU social policies, especially in building the Maastricht social policy procedures. Finally, the interaction between environmental NGOs and business associations affected the way the EU conceived its environmental policy goals and activities.
