카자흐스탄에 대한 러시아의 영향력 평가: 지리환경 변수를 중심으로

Abstract

카자흐스탄을 둘러싼 주요 강대국들의 영향력 확장 논리가 카자흐스탄의 정치지리 환경을 변화시키고 있다. 카스피해의 원유·가스전 개발 및 수송로 문제 등을 둘러싸고 러시아·미국·중국 간 미묘한 신경전이 계속되고 있다. 이들 3자는 특정 일방이 동일 지역에서 헤게모니를 장악하려는 시도를 견제하면서 협력관계를 유지하고 있다. 미국·중국 등 주요 강대국들의 영향력이 카자흐스탄에 강력하게 투사되고 있지만, 러시아의 그것에 비교한다면 그다지 크지 못하다. 카자흐스탄의 지리환경이 러시아와의 관계를 선호하는 방향으로 구성되고 있다. 민족구성·언어사용·수도이전 등의 변수가 카자흐스탄 전역을 러시아와 긴밀하게 연결시켜 주는 정신적 토대 역할을 담당하고 있다. 정치환경 역시 양자를 결속시키는 방향으로 전개되고 있다. 카자흐스탄의 서부지역(카스피해) 개발과정에서 강대국간 이익충돌 문제가 발생하고 있으나, 이러한 상황이 카자흐스탄·러시아간 긴밀한 사회문화 및 정치협력 관계를 위협하지는 못할 것으로 보인다. 따라서 카자흐스탄에 대한 러시아의 영향력이 다양한 영역에서 당분간 더 지속될 것이다.

For the past decades Central Asia has been cast as the site of a new great game, with the United States competing with Russia and China for influence. While America, Russia, and China compete for military ties and energy supplies, the Central Asian nations are playing a game of their own. There sought international support to secure their places in the world community, playing the role of bridge between East and West. In the period of post-Soviet transformation, Central Asian nations (specially, Kazakhstan) have found it advantageous to preserve existing links with Russia. The expansionism of influence on Kazakhstan by the major big powers works a change of politic and geographic environment. A subtle war of nerves has arisen among Russia, U.S.A and China because of the issues of a development of petroleum & gas field and a transport route in the Caspian sea. The great powers of three countries maintain cooperative relations among the countries, holding one another in check in order to block the struggles for hegemony of the region by a specific country. The great powers of U.S.A and China etc., have an effect on Kazakhstan but they cannot be compared to Russia. The variables of geographic environment in Kazakhstan always make the country prefer to relations with Russia. The variables of racial structure, use of language, and transfer of the capital city play an important part of a mental basis to connect closely throughout the Kazakhstan districts with Russia. Also, a political environment is trending toward strengthening of the solidarity between them. In the process of development in the Western region (the Caspian sea), Kazakhstan, it leads to an international trouble due to a conflict of interests among the big powers, but it wouldn't be able to hamper the closely cooperative relations between Kazakhstan and Russia in social, cultural and political perspectives. Accordingly, Russian influence on Kazakhstan will be more continued in diverse fields for some time.
