포스트-2015 개발시대의 분절적 글로벌 개발협력 거버넌스: 유엔개발협력포럼(UNDCF)과 부산글로벌파트너십(GPEDC)을 중심으로

Abstract

포스트-2015 개발시대로 진입하기 위하여 국제사회는 다양한 협의체와 포럼을 구성함으로써 그 의도와 상관없이 주요 행위자 간의 복합적인 관계성을 조성하고 있다. UN 중심의 복잡한 협의체가 SDGs 논의에 있어 가장 핵심적인 채널로 제도화되고 있는 반면, 非UN 네트워크를 토대로 형성된 다양한 협의체들이 UN과 연동되어 협력하거나 동일한 의제 및 이행기제를 중복적으로 다루면서 발생하는 분절적인 문제들이 목도되고 있다. 포스트-2015 개발시대를 맞이하여 개발협력을 위한 글로벌 거버넌스의 재구성이 필요한 시기이며, 다양하게 표출되는 대안적 담론과 정책적 제안들을 효과적․통합적으로 제도화하고 추진할 수 있는 조절기제가 구축되어야 하는 숙제가 남아 있다. 여러 협의체가 지속적으로 중복된 제안과 결과물을 상호 공유하거나 경쟁하고 있지만, 그 중 가장 핵심적인 거버넌스의 플랫폼으로 공진하고 있는 유엔개발협력포럼(United Nations Development Cooperation Forum: UNDCF)과 효과적 개발협력을 위한 글로벌 파트너십(Global Partnership for Effective Development Cooperation: GPEDC)을 비교분석함으로써 본 연구는 현재 SDGs를 위한 글로벌 개발협력 거버넌스의 현주소를 이해하고 그 분절적인 위험 요소를 진단한다. 특히, UNDCF와 GPEDC로 대표되는 포스트-2015 개발의제 관련 글로벌 플랫폼의 중복적 분절성이 초래하고 있는 문제점들을 미셸 푸코의 통치성(governmentality) 관점에서 인식하고 분절적인 구조를 수정‧보완할 수 있는 정책적 제안을 제시하고자 한다.

The international community has been encouraging the formation of complex networking among multi-stakeholders through varieties of global dialogue platforms in order to enter into the post-2015 development era. While UN-centered platforms have been taking leaderships for discussing how to forge the SDGs, non-UN networks also have been working for the same goals even though the latter dealt with almost same agendas and mandates with UN. The overlapping of the two groupings results in the fragmentation of global governance for the post-2015 development agenda. Therefore, it is urgent to not only reconstruct the global governance for development cooperation in the wake of the post-2015 development agenda in September but also create a new coordination process for institutionalizing an effective and integrative platform and implementation mechanism. For this matter, this study focuses on two crucial global platforms of the United Nations Development Cooperation (UNDCF) and the Global Partnership for Effective Development Cooperation (GPEDC), and compare them to detect risks and problems when they are conducting the overlapped mandates. In particular, some policy suggestions will be provided for reforming the current fragmented structure of global governance by appliying the Foucaultian governmentality and framing effects onto the UNDCF and the GPEDC.
