한국 중앙정부의 모바일 전자정부 발전수준 측정 및 영향요인 분석: 공공 스마트폰 모바일 애플리케이션을 중심으로

Abstract

이 연구는 한국의 중앙행정기관이 제공하는 공공 스마트폰 앱에 대한 2012년과 2015년의 전수조사 결과를 바탕으로, 스마트폰 기반 모바일 전자정부의 현황 및 발전수준을 측정하고, 2015년에 조사된 스마트폰 앱 중에서 선정된 상･하위 발전수준의 스마트폰 앱의 구축과정에 대한 비교사례연구를 통해 스마트폰 앱 발전수준 영향요인을 분석하였다. 분석결과는 다음과 같다. 첫째, 초기의 일방향적 정보제공 기능 위주의 스마트폰 앱의 비중이 감소하고, 개인화된 서비스, 정부와 시민간의 쌍방향적 의사소통, 통합적 업무처리 및 서비스 연계 위주의 고도화된 스마트폰앱 비중이 증가하였다. 둘째, 스마트폰 앱의 발전수준은 스마트폰 앱 제작 단계뿐만 아니라, 사전수요조사 및 앱 구축 후 정보 업데이트와 기술적 요인에 대한 환류 등과 같은 기획과 평가 단계도 크게 영향을 미치는 것으로 분석되었다. 셋째, 다양한 부서간 협력, 법 제도 및 규제, 그리고 사용자 및 외부 이해관계자들의 참여와 의견 반영과 같은 조직과 관리, 제도적 요인도 스마트폰 앱의 발전수준 제고에 영향을 미치는 것으로 분석되었다. 결론적으로 중앙정부 수준에서 한국의 스마트폰 기반 모바일 전자정부는 초기의 양적 확대 단계를 지나 질적 고도화 수준으로 접어들었으며, 이와 같은 발전단계에 부합하는 제도와 조직, 관리적 요인의 혁신이 요청된다. This study measured the current status and development level of smartphone-based mobile government and analyzed the factors influencing the development level of smartphone applications through comparative study of the production process of high development level smartphone applications with those with a low development level selected from the smartphone applications provided in 2015, based on a survey of public smartphone applications provided by the Korean central government in 2012 and 2015. The major research findings are as follows. First, the proportion of smartphone applications that provide mostly one-way information services at the initial stage decreased, whereas smartphone applications that provide personalized service, two-way communication service between the government and citizens, integrative business processing, or connection to services increased. Second, the development level of smartphone applications was significantly influenced not only by the influencing factors at the Doing stage, but also by influencing factors at the Planning and Seeing stages such as ex ante demand surveys, ex post information updates, and feedback on technical issues. Third, the development level of smartphone applications was also influenced by organizational, managerial, and institutional factors such as cooperation among various divisions, the law, institutions, regulations, the participation of users and outside stakeholders, and reflection of their opinions. In conclusion, smartphone-based mobile government in Korea entered the stage of qualitative enhancement after going through the stage of quantitative expansion at the central government level, requiring institutional, organizational, and managerial innovations in accordance with this stage of development.
