정부부처별 공적개발원조의 특성에 관한 탐색적 분석: 2008년부터 2012년까지 한국 사례를 중심으로

Abstract

본 연구는 한국의 공적개발원조(ODA)를 정부부처를 중심으로 그 특성을 살펴보는 것을 목적으로 한다. 기존의 연구는 원조를 담당하는 주요 기관에만 주목하여, 그 이외의 행위자에 대한 관심은 상대적으로 미비하였다. 보다 구체적으로 분석에서는 이명박정부의 2008년~2012년 기간 에 대해서, 자율성, 국제개발협력위원회 참여, 원조 관련 법령 유무 등의 근거를 토대로 원조의 특성을 살펴본다. 분석 결과, 정부부처간 원조규모와 예산대비 비율, 양자/다자원조의 비율 그리고 출연/출자의 비율에서 다양한 차이를 보였다. 본 연구는 원조행위자로서 정부부처 수준의 원조 특성을 탐색적으로 논의하여, 한국의 국제개발협력 관련 연구의 다양성에 기여하고 있다. This study aims to examine the key characteristics of official development assistance provided by central government ministries. Previous works on South Koreas foreign aid have mainly focused on key aid providers. However, there exists few works on aid provided by other central government ministries. This study takes a closer look at their patterns of aid to see if they differed from 2008 to 2012 depending on autonomy, participation in the Committee for International Development Cooperation, and in the existence of aid-related laws and regulations. The results show that there exists considerable variation among the aid practices of these aid providers in terms of amounts of aid, share of bilateral aid, and share of contribution to and investment in international institutions. This study contributes to the existing literature on Koreas international development cooperation by exploring the characteristics of Koreas newly emerging non-traditional aid providers.
