공공의 지구: 일본 방재과학기술과 지진 재해의 집합적 실험

1923년의 관동대지진, 1995년의 고베대지진, 2011년의 동북지방태평양앞바다지진과 같은 대지진이 일어날 때마다 기존의 과학 지식과 방재 기술 그리고 국가의 안보가 대지진에 대해 무기력하다는 점이 드러났다. 과학기술을 통해 지진에 대한 지식을 얻고 재해를 억지하고자 하는 시도들이 실패해 왔다는 점에서, 대지진 이후의 세계는 무지와 불안이 지식과 안전을 대체하는 불확실한 세계의 모습을 하고 있다. 일본에서 방재과학기술은 이러한 불확실성 속에서 지진에 관련된 사람과 사물을 발굴하고 이들을 새로운 방식으로 결합함으로써 지진 재해에 대한 집합적 실험을 끊임없이 재개하는 질서 구축의 매개자로서의 역할을 하고 있다. 본 연구는 대지진 이후 일본의 한 도시에 자리 잡은 방재연구소를 통해 진행되어 온 지진 재해에 대한 집합적 실험을 기술한 민족지로써, 집합적 실험을 통해서 생산되는 지진 재해의 다중성과 복합성을 부각시키려는 시도이다. 실험을 통해 생산되는 지진의 존재 방식을 밝히고, 지진과 관련된 사람과 사물의 목소리들을 배제하지 않고 질서 구축의 정치에 반영할 수 있는 민주적 실험의 절차를 도출해 낸다. 이를 통해, 일본이 더 이상의 실험을 불허하는 권위주의적 실패국가의 길 대신, 새로운 논란과 공중의 형성을 통해서 실험에 열려 있는 민주적인 실패국가의 길을 갈 것을 제안한다. 여기서, 집합적 실험이란, 사람과 사물 그리고 세계상을 모두 포함해서 이들을 새로운 방식으로 결합해 보는 광범위한 실험을 말한다. 실험실이라는 한정된 공간에 국한되지 않고 지진과 관련된 총집합이 참여하는 실험이라는 점에서 지리적으로도 광범위한 실험이기도 하다. 이러한 관심을 출발점으로 본 연구는 다음과 같은 순서로 방재과학을 매개로 진행되는 지진 재해의 집합적 실험을 추적했다. 첫째, 연구자는 기존의 제도가 해결하지 못한 문제들로 인해서 공중이 형성되는 과정을 추적했다. 고베대지진 이후 지진학이 지진을 재현하는 유일한 대변인이 될 수 없다는 점이 명확해 졌다. 다른 분과의 연구자들은 대지진과 연계된 새로운 문제들을 제기했고, 그만큼 대지진과 관련된 쟁점의 수가 증가했다. 활단층이 언제 미끄러질 것인가?와 같은 지진학의 문제와는 별도로, 재해 현장의 공황상태 속에서 공무원은 어떻게 직무를 수행할 것인가?와 같은 새로운 쟁점들이 등장하기 시작한다. 지진학자 이외의 연구자들이 대지진과 관련된 새로운 사람들과 사물들을 지진 재해의 집합적 실험에 끌어들임으로써 대지진에 대해 함께 논쟁하는 대지진의 공중이 형성된다. 둘째, 방재과학기술을 통해 지진과 관련된 행위자로 규정된 집단들이 형성되고 이들이 목소리와 정체성을 부여 받음으로써 지진의 모습이 재현된다. 관측, 현지조사와 같은 연구 활동은 장치를 통해서 지진과 관련된 집단을 형성하고 이들에게 정체성을 부여하는 정치적 활동이다. 이 과정을 통해서 고립의 위험에 놓인 산간과소지역의 주민들, 진도 7이상의 강진동, 라이프라인을 공유한 산업단지의 연쇄적 피해, 지진 이후의 지각 변동과 같은 지진의 국면들이 상이한 학문분과와 연구실 그리고 장치들을 매개로 방재 연구소로 모여든다. 그래서 매우 작은 지진부터, 수십 만 명의 피해자를 낸 거대한 지진 하나하나는 각기 다른 필드, 연구실, 학문분과, 재현의 사이트들로 소집된 상이한 존재들임이 드러난다. 방재연구소는 지진의 다각적인 목소리들을 소집하고 있는 일종의 공회당(公會堂)의 모습으로 그려진다. 셋째, 이미 일어난 지진의 요소들을 재조합해서 앞으로 일어날 지진과 재해를 상연할 수 있다. 수도(도쿄)직하지진과 서일본대지진과 같은 장래에 일어날 대진재(大震災)는 서로 다르게 지진을 재현하고 있는 집단들이 그들의 이해관계를 조정하고 새로운 방식으로 결합해보는 세계상들에 대한 실험의 결과이다. 방재연구소는 이러한 집단들의 이해관계를 조정하고 화의(和議)에 이르도록 하는 과정을 반복함으로써 다수의 가상 지진들과 재해들을 합성해 낸다. 그리고 각 지진 재해들을 그 예측된 위험에 따라서 위계화 하는 작업이 진행된다. 넷째, 예측된 재해를 근거로 방재 대책들이 연구소로부터 연구소 밖의 장소들로 배포되는 과정을 추적함으로써, 기업, 지자체, 개인의 마음 그리고 지역 공동체를 포함하는 방재의 현장에서 실험되어 온 방재대책들이 탄력적으로 동원되고 있음을 밝힌다. 공공 공간의 특성과 마찬가지로, 이 방재의 현장들은 다양한 방재대책들에게 개방되어 있고, 그만큼 다양한 재해 상황에 대해 대비할 수 있게 된다. 마지막으로, 집합적 실험의 과정 속에서 생산된 지진의 존재론을 명확히 함으로써 이 다양한 시도들에 개방되어 있고 조정과 화의가 자유롭게 이루어지는 실험 절차를 도출해 낸다. 그럼으로써 일본이 권위주의적 실패국가가 대신, 민주적 실패국가가 되기 위해서는 집합적 실험이 어떤 절차를 따라야 하는가를 민족지를 토대로 제안한다. 이상의 논의에서, 지구는 집합적 실험에서 공적인 사물로서 다뤄지고 있음을 발견할 수 있다. 보편적인 글로벌이나 공고한 사실에 근거한 하나 뿐인 지구와는 달리, 공공의 지구는 여러 존재방식들과 세계상들이 공존하면서 만들어내는 이질적인 요소들의 합성으로 만들어진 구성물이라는 점이 드러난다. 따라서 방사능, 광우병, 지구온난화, 사막화, 생물 다양성 같이 지구를 공적인 논의의 장으로 끌어들이는 쟁점들이 앞으로 인류학이 민족지를 통해서 비교해야할 연구 대상들로서 부각될 수 있다.

Abstract

The Public Earth: Japanese Disaster Prevention Research and Collective Experiment on Earthquake Disaster

It was revealed that existing scientific knowledge, disaster prevention technology and national security were helpless against the great earthquakes such as 1923 Great Kantō earthquake, 1995 Great Hanshin earthquake, and 2011 Tōhoku earthquake. The world after the great earthquake is characterized by uncertainty replacing knowledge and safety with ignorance and anxiety since all attempts to learn about earthquakes and to prevent disaster have failed. In Japan, disaster prevention research is playing the role of a mediator in constructing order and resuming collective experiment on earthquake disaster by connecting things and people concerning earthquake together. This study attempts to highlight the multiplicity and complexity of earthquake disaster composed by collective experiment of Disaster Prevention Research Institute(DPRI) located in the city called Uji in Japan. Following the traces of attempts to define the ontologies of earthquake will shed light on the due process of politics constructing order without excluding the voices of things and people related to earthquakes. By highlighting the due process of collective experiments on earthquake disaster, this thesis suggests that Japan can take pathways to the democratic failed state opened to constant experiments that are triggered by new controversies and the public, instead of pathways to the authoritarianfailed state. Collective experiment implies the extensive research trying to coordinating things, people and cosmograms in new terms. It is therefore not very surprising that collective experiment is not confined to laboratory as a limited space of technoscience, but is geographically extended beyond laboratory. Thus, this study traced the collective experiments by ethnographic research at DPRI in Japan. In the first place, this study constitutes the process of emergence of the public, in which its problems cannot be solved in existing institutes. It became clear after 1995 Great Hanshin earthquake that seismologists cannot be an exclusive spokesperson in representing earthquake. Researchers in other disciplines have raised new problems related to the great earthquake, and so increased the number of issues. New issues such as how civil servants could discharge their duties in a state of panic on the site of disaster? started appearing on the controversial side of the issue of seismology such as when the fault will slip? The public of the great earthquake is formed by researchers, other than seismologists, who has pulled new people and things concerned with earthquake into experiments. Secondly, groups concerning earthquakes are formed by researchers, and features of earthquakes are represented by groupss voices and identities. Research activities such as observation and fieldwork are a sort of instruments to create groups concerning earthquakes, and are political activities giving identities to them. Through these processes, aspects of earthquakes such as isolation risk of residents in depopulation mountain region, strong ground motion over 7 on seismic scale, chain damage on industrial complex sharing lifeline, crustal movements after earthquakes are assembled in DPRI, mediated by different disciplines, laboratories and equipments. Therefore, each earthquake, from small to great earthquakes creating millions of victims, denote different beings convened by different fields, laboratories, disciplines, and representative sites. DPRI is like a kind of public hall convening diversified voices of earthquakes. Thirdly, future earthquake disasters are enacted by reassembling elements of past earthquakes. Future great earthquake disasters such as great southern Tokyo earthquake and greate western Japan earthquake are results of experiments about cosmologies coordinating interests and newly assembling groups representing earthquakes differently. DPRI composes a number of simulation earthquakes and disasters by repeating processes of coordinating groups interests and reaching composition. And the hierarchization proceeds in DPRI according to the risk assessment. Fourthly, this study clarifies that prevention measures are flexibly mobilized on disaster prevention sites including enterprises, local governments, local communities and individual mind, by tracing processes of distributing prevention measures from institute to places outside institute. The same as features of public space, these sites of disaster prevention are opened for various prevention measures, and then people can manage a variety of disaster situations. Finally, this study clarifies ontologies of earthquake produced in collective experiment, and draws the procedure of experiment from these ontologies including free association and composition opened to different attempts. Thereby this study shows collective experimental procedure Japan should follow in order to be the democratic failed state rather than the authoritarian failed state. With the argument so far, this study produced following results: The earth is treated as a public thing in collective experiment on earthquake disaster. The public earth, unlike global as an universal unit or only one earth as a natural unity, is the result of composition of heterogeneous constituents created by coexistence of different styles of association and cosmograms. It is therefore expected that issues pulling the earth into public sphere such as radioactive, mad cow disease, global warming, desertification, and biodiversity will be magnified as new objects to be compared by anthropology of sciences.
