한국 사회의 고령자 고용활성화 방안 연구 : 시니어클럽의 기능보완을 중심으로

Abstract

본 연구는 급속히 진행중인 한국사회의 고령화 현상에 초점을 맞추어

사회의젊은이 중심의 문화(youth-driven culture)에서 벗어나, 노인

을 부양과 보호의 대상으로만 보는 과거의 사회적 인식을 전환할 것을 전

제하고 있다. 이를 기반으로 근로능력이 없는 저소득 고령자들은 사회보

장제도를 강화하여 보호하고, 근로능력이 있는 건강한 고령자들은 생산

활동에 지속적으로 참여시켜 국가의 복지재정 부담을 줄이고 국민생산성

을 증대시켜 경제∙사회발전을 모색하려는 것이 본 연구의 목적이다. 이

러한 연구 목적을 효과적으로 달성하기 위해, 현재 정부와 민간에서 시행

하고 있는 고령자 고용활성화 방안들 중에서 가장 실효성이 높은 시니어

클럽 사례를 중심으로 선진국의 유사 성공 사례를 비교∙검토하였다.

한국사회의 고령자고용을 활성화하기 위해, 노동부와 보건복지부로

이원화된 행정∙재정체계의 일원화, 시니어클럽 프로그램의 다양화∙집

중화∙고부가가치화, 전문인력 육성과 체계적인 고령자 직업훈련 투자,

지역사회와의 인적∙물적 네트워크 형성 등을 통해 시니어클럽의 기능

을 보완해야 한다.

Trend of fast aging in Korea has speeded up as population growth rapidly slows and

average life span increases. To tackle many problems generated from fast aging, this study

is based on the premises that both youth-driven culture and social awareness considering

elderly people as objects of support and protection should be transformed. From this

premise, we draw an argument that seniors with the capacity of work should be given jobs

to lessen national burden on social welfare service and to increment GDP, while elderly

people of low income without capacity to work need protecting and supporting under

social security system. As case study, we analyze the Senior Club, which has been proved

as the most effective among many public or private instruments operated to increase

employment of retirees and elderly people. We also compare and contrast similar cases of

other countries to increase the validity of senior club.

To reinvigorate senior club, we suggest unifying administrational and financial support

system, which have been divided into the Ministry of Labor and Ministry of Health and Welfare. And the program of senior club should be much more diverse, focused, and

value-added oriented than now. Additionally through nourishment of specialists, systemic

investment into vocational training and formation of human and material network, the

function of senior club needs to be complemented.
