병영문화 혁신을 위한 문화∙예술 환경조성 지원방안

Abstract

본 연구에서는 전방 지역에서 복무하고 있는 육군 병사들이 병영생활에서도

문화예술을 향유할 수 있도록 함으로써 병영 문화를 혁신하기 위한 정책적 방

안들을 크게 두 가지 방향으로 나누어 제시한다. 하나는 영내에서 이루어지는

문화예술 동아리 활동에 대한 지원이며, 다른 하나는 전방의 지역사회와 함께

하는 문화예술 환경조성 사업에 대한 지원이다. 본 연구에서는 특히 후자의 방

향에서의 지원 방안으로 관련 지방자치단체와 협동으로 지역문화센터를 건립

하여 이를 지역 내 주둔부대의 병사들과 지역주민들이 함께 이용할 수 있도록

운영하는 방안들에 강조점을 둔다. 끝으로 본 연구에서는 병영에 새로이 도입

코자 하는 문화에술 관련 제도들이 진정으로 병사들의 복무여건을 개선시키는

것으로 기능할 수 있기 위해 충족되어야 할 전제조건들을 네 가지로 정리하여

제시한다.

This study proposes two lines of policy measures which are aimed at the innovation of

army camp culture by creating culture/arts-friendly environment in the frontline region,

where the majority of the army camps are located but where the overall working

conditions for the soldiers are the harshest. One line of policy measures is directed towards

the support of various club activities taking place inside the army camp during leisure time,

while the other is directed towards the support of the various projects for the creation of

culture/arts-friendly environment in the frontline region through cooperation with the

local communities. This study emphasizes the latter line of policy measures given the poor

development of the infrastructure for culture/arts activities in the local communities of the

frontline region. Especially this study strongly proposes the construction of multi-purpose

cultural centre in cooperation with the local government concerned and the development

of its management program, whereby not only the soldiers stationed in the army camps

nearby but also the local civilians may efficiently use the newly-constructed facility. In

addition, this study suggests four prerequisities to be met in order for the new policy

measures to have beneficial effects on the everyday life of the soldiers instead of turning

into a new source of distress.
