실물 옵션을 이용한 원천기술 개발 전략 분석 : 와이브로와 LTE 비교를 중심으로

Abstract

20세기 후반, 중국, 대만, 한국 등을 포함한 개발 도상국들은 선진국에 비해 저렴한 노동력과 적극적인 기술 도입을 통해 저렴한 양질의 상품 제조에 힘을 기울임으로써 상품 무역에서 많은 성공을 이루었다. 하지만 국제적으로 기술료에 대한 법적 지원이 확립되고 기술 무역수지 적자가 중요한 국가적 문제가 되면서, 원천기술 도입 전략에서 원천기술 개발 전략으로 많은 시도가 이루어지고 있다. 한국 정부에서도 교육과학기술부 소관으로 원천기술개발사업을 추진하고 있으며, 2010년에만 3,549억원, 1982년도부터 2009년까지 누적 총 7조 835억원을 이 사업에 투자하였다. 이러한 원천기술 개발 프로그램에 민간 기업들도 적극적으로 참여를 시도하고 있다. 본 논문에서는, 기업 입장에서 바라본 원천기술 도입 전략과 원천기술 독자 개발 전략간 경제성 비교 분석을 통해, 각 상황에 따른 기업 전략을 제시하고, 원천기술 개발에서의 정부의 역할을 재조명해보고자 한다. 이러한 문제 의식을 기반으로 국내 원천기술 중 대표적 사례로 손꼽히는 와이브로 기술과 동시대에 경쟁하고 있는 LTE 기술에 대하여 실물 옵션 평가 방법(ROV)을 이용한 경제성 분석을 수행하였다. 분석 결과에 따르면, 원천기술 개발 전략 예라고 할 수 있는 와이브로와 원천기술 도입 전략의 예라고 할 수 있는 LTE의 경제성을 사후적으로 평가했을 때, 현 상황하에서 원천기술인 와이브로의 경제성은 거의 확보하기 힘듬을 알 수 있었다. 이는 국내 원천기술 개발이 국제 표준으로 등록될 가능성이 낮다는 점, 그리고 와이브로가 표준 기술간의 경쟁에서 사실상의 표준으로 자리매김하는데 실패한 점이 가장 큰 요인이었다. 그러므로 원천기술 개발에 있어서 정부의 R&D 비용 지원보다는 국제 표준 채택 확률의 개선과 국제적으로 민간 기업간 공감대 형성을 통해 보유 기술이 시장 지배적인 기술로 자리잡는 데에 더 큰 노력이 필요함을 알 수 있었다. 또한 원천기술 개발의 경제성을 극대화하기 위해서는 로열티율보다 해당 기술 특허의 실질 효력 기간을 늘리는 노력이 필요한 것으로 파악되었다.

In the late 20th century, developing countries have achieved a lot of success in the manufacturing industry, with low labor cost and technology introduced from the developed countries. However, as the international support for patent rights is strengthened, the patent war became the significant problem for developing countries. And now, the general technology from their own R&D program is the key of upgrading themselves to the developed countries. In this paper, the economic value of two strategies, developing own general technology or introducing the technology, were compared from the viewpoint of private enterprise. For the sense of reality, Wibro(Mobile Wimax) & LTE, the new technologies of mobile telecommunication industry, was examined. In addition, the effective strategies of the private enterprise and government of developing countries will be tested in the real options perspective. The results show that the Wibro R&D program(development of original technology) had no economic value. The critical reasons were the low probability to pass the international standard, and the failure in the market competition between the alternative technologies. Therefore, in the R&D of general technology, the chance of international standard and the market power of the technology are more important than the simple R&D subsidies. Also, one of the important findings is that the term of patent is more critical to the value of R&D program rather than the royalty rate.
